The City of Kansas City, Mo., Water
Services Department is an enterprise-fund department. The department maintains and operates the following three utilities for
residential and business customers in Kansas City, Mo.:

Water: treats the City’s
drinking water. Manages the water transmission and distribution piping system.

Stormwater: maintains the City's levee and stormwater systems. Manages rainwater
and snowmelt to improve water quality and minimize flooding.

Wastewater: manages the
wastewater collection system. Treats the City’s wastewater.
Drinking water and wastewater
services are funded entirely by user fees charged to customers based upon their
use of the product or services. No general tax fund revenues are used.
Stormwater services are funded by user fees and stormwater capital projects are
partially funded by the Public Improvement Advisory Committee sales tax.
Report from the Green Integration Collaborative Team
On Nov. 17, the independent Green Integration Collaborative Team presented its recommendations to the City Council’s EPA Response Team on how to cost effectively incorporate more green solutions into the Overflow Control Plan. Water Services Utility Funding Task Force
The City recently
formed the Water Services Utility Funding Task Force to help integrate community values
into forming a funding strategy for the City’s water, sewer and
stormwater utilities. The task force will develop guiding principles for
the development of user charges and fees that are fair, equitable and
sufficient to meet revenue requirements. The task force also
will provide guidance on how to fund the Sewer Overflow Control Program.
Draft Overflow Control Plan Summary
This plan details the City’s commitment to decrease the frequency and
volume of overflows from its combined and separate sanitary sewer systems. The
plan is projected to cost $2.3 billion (excluding inflation) over the next 25 years and will be submitted to the U.S. Environmental Protection Agency and the Missouri Department of Natural Resources in January 2009.

"The Wave" -- the new Automatic Meter Reading system
The Water Services Department is implementing an automatic meter reading program, "the WAVE," with installation beginning in spring 2007 and ending in 2010. Using wireless radio transmitters, "the WAVE" remotely reads customer meters, and then transfers the data into the billing system. "The WAVE" will virtually eliminate estimated bills.
