The Violent Crimes Cold Case Squad was formed in January 2008 to investigate a growing number of unsolved sex crimes from years past. The current number of personnel assigned to the Sex Crimes Section was not adequate to carry the burden of additional cases from these unsolved cases. A federal grant from the National Institute of Justice, a branch of the United States Department of Justice (DOJ), allowed a new squad to be formed that consists of four detectives and one sergeant.

With the additional personnel and equipment to take the case load of the unsolved crimes away from the Sex Crimes Section, it allowed those detectives to concentrate on current cases. The Cold Case Squad detectives work mostly with DNA evidence-based cases and use the advances in DNA technology to solve old sex crimes.

Rape kits examined in earlier cases needed retesting for biological evidence based upon the advances in DNA technology. With new methods and more refined testing, many cases that previously yielded no evidence have now deemed fruitful with the use of current DNA technology.

Since the inception of the squad, a large number of cases have been solved and several offenders have been convicted and sentenced to prison: such as the 1982 Wesport Rapist and the 1992 brutal gang rape of a woman.

What does the Cold Case Squad Investigate?
All felony sex crimes that are unsolved from 1970 to the present, including child victim's.

What does the Squad not investigate?
Any sex crime that is not a felony in nature. Also, a statute of limitations on sex crime cases from 1995-1999 prevents the prosecution of some cases during that time period.

The Cold Case Homicide Squad of the Kansas City Missouri Police Department was created in December 2002 with one sergeant and six detectives. This initiative was designed to review and examine unsolved homicides within the Kansas City area as well as determine the status of the physical property and evidence in those cases. During this same time the Kansas City Police Crime Lab was making advancements in the process of physical evidence examination and testing. As equipment and technology progressed in trace and DNA evidence not previously available, new suspects were being developed. These combined factors helped fuel some of the early successes of the squad that resulted in solving multiple cases.

The cold cases have generally been reviewed in reverse order starting in 2000 and working backwards. Some cases may be prioritized based on the following reasons:
·         new evidence has come to light
·         new forensic examination reveals a possible suspect
·         a witness has decided to come forward with new information

The Cold Case Squad has been successful in solving several cold homicides including high profile cases such as the serial killer case of Lorenzo Gilyard, which dated back to his earliest victim in 1977. Gilyard was suspected in the murder of 14 women in the Kansas City area and was convicted on March 16, 2007.

In addition to the duties of reviewing the unsolved homicide cases, The Cold Case Squad is responsible for investigating Police involved shootings.
