Pawn Shop Overview
The Pawn Shop Section is assigned to the Fraud Unit. The Pawn Shop consists of one Detective and the duties of the Pawn Shop Detective include:
- Assisting prospective Pawn Shop owners in licensing
- Enforcing current laws and regulations pertinent to the operation of Pawn Shops.
- Locating stolen property that has been pawned and/or sold to Pawn Shops located in Kansas City, Missouri.
- Recovering the aforementioned property.
- Assisting in criminal investigations involving Kansas City, Missouri Pawn Shops.

Q: I was in a pawnshop in Kansas City, Missouri and believe I saw my stolen item. What should I do?
A: You should ask to speak to a manager of the Pawn Shop. Give the manager your police case report number which the item was listed as being stolen on and inform the manager that you believe the item is your stolen item and why. Ask the manager if they will give you the ticket number that the item was sold or pawned on and if they can take the item off the shelf until you can contact the Pawn Shop Detective. Then contact the Pawn Shop Section Detective with your Police offense report number, from your reported theft, the ticket number of the item you think is yours, and the serial numbers of the stolen item you reported. If it is jewelry please have any photos taken of the item; preferably with you wearing it.
Q: I was in a pawnshop and they would not give me any information about the items in their store. Are they required to provide me with any information?
A: Pawnshops and their customers have the same right to privacy as any other business or individual. These rights prevent people from going “shopping” in a pawnshop. This refers to when someone goes into a pawnshop with the intentions of falsely reporting an item stolen just to make a fraudulent purchase.
Q: I had property stolen and I believe it may end up in a Kansas City Missouri pawn shop. What should I do?
A: You must first make a police report listing the item as stolen. The report needs to include the make, model, and serial numbers of any and all items stolen. You then may contact the pawnshop by phone or e-mail giving your name, case report number, and a phone number you can be reached at. If you think you know who may have stolen your property include that name in your report.
Q: I had property stolen in Kansas City Missouri. I found it in a pawn shop outside of Kansas City Missouri. What should I do?
A: You need to do the same procedure as for stolen property being located in a Kansas City pawnshop. The Pawnshop Unit will contact the pawnshop or outside agency to get a permanent hold on the property until the detectives handling your case can investigate it.
Q: I want to open a pawn shop in Kansas City Missouri. Where do I start?
A: You must contact the Pawn Shop Section for the application packet. The Pawn Shop Section reviews the application packet, conducts an investigation of the applicants, and then makes a recommendation to the Chief of Police if the applicants meet the stringent requirements to be a pawnshop owner.
Q: Does the pawn shop regulate businesses such as gold buyers & sellers, such as I have seen on television?
A: No. These are private companies that are bound by the same business laws as other businesses in the State Of Missouri.
