Q: What organizations are eligible to apply for the funding?
A: Any not-for-profit organization (including neighborhood organizations) may apply for the funding if it meets the following criteria:
  • Is a not-for-profit organization incorporated in the State of Missouri
  • Has its registered office located within the City limits of Kansas City, Mo.
  • Has neighborhood, community, tourism, promotion and development priorities as part of its mission
  • Meets the City's requirements for contracting with non-municipal agencies
  • Can thoroughly demonstrate that it meets the program's eligibility requirements.
  • Q: How does the Neighborhood Tourist Development Fund work?
    A: Organizations that qualify for Neighborhood Tourist Development Fund grant money must submit an application for review by the Neighborhood Tourist Development Fund committee. Staff is available to assist groups in completing and filing their applications, and to answer questions about the grant funding.

    Q: What kinds of activities are eligible?
    A: The activity may be a one-time event, a series of events, an annual event or a capital project. The scope of non-capital events must be educational, entertainment or sports. The Neighborhood Tourist Development Fund committee and the City Council look favorably on applications that include funding to supplement the Neighborhood Tourist Development Fund request – either with corporate support or funding by the organization, as well as projects that are designed to become self-sufficient and alleviate the need for continual Neighborhood Tourist Development Fund support. The following are examples of eligible activities:

  • Homes tours
  • Tournaments
  • Parades.

    A: The following are examples of ineligible activities:

  • Ongoing activities of neighborhood organizations
  • Events for groups that reflect or enhance political parties
  • Events for candidates and office holders
  • Projects that request funds to be used to supplement publicly supported operating costs
  • Events not open to the public
  • Events that do not clearly appeal to local residents, tourists or visitors.
  • Q: What expenses are eligible for reimbursement?
    A: These expenses are eligible for reimbursement under the Neighborhood Tourist Development Fund's City ordinance:

  • Postage
  • Entertainment
  • Printing
  • Permits and licenses
  • Security
  • Trophies and awards
  • Equipment and facility rental
  • Advertising/publicity promotional material
  • Office supplies
  • Long distance calls
  • Costume and exhibit rental
  • Insurance
  • Catering
  • Certified public accountant audit.
  • Q: What expenses are not eligible for reimbursement?
    A: These expenses are not eligible for reimbursement under the Neighborhood Tourist Development Fund's City ordinance:

  • Utility installation or service
  • Equipment
  • Cash awards
  • Office space rental
  • Gasoline
  • Salaries and stipends
  • Travel
  • Consultants
  • Planners
  • Alcohol
  • Goods
  • Services where an "arm's length relationship" between the contractor and vendor does not exist.
  • Q: How does an organization apply for funding?
    A: After an organization has registered with the Neighborhood Tourist Development Fund program by fulfilling all program/contractor eligibility requirements, the organization's officers may request a funding application. The application must be completed and submitted by the quarterly or annual application deadlines.

    Q: What is the payment process?
    A: All money for approved projects/activities is paid on a reimbursement basis after a contract is executed between the organization and the Neighborhood Tourist Development Fund program.

    Q: What are the application deadlines?
    A: Applications for funding are reviewed by the Neighborhood Tourist Development Fund committee on an annual and quarterly basis. The annual applications are due no later than Oct. 15, and quarterly applications are due on or before the first day of the quarter in which the application is submitted.

    Q: What are the application dates for which I can request funding?
    A: Applications are accepted year-round, however, the Oct. 15 deadline is critical because the majority of proposals that eventually are recommended for funding are submitted by this deadline. Quarterly meetings are held in February, May, August and November. Applications are due on or before the first day of each of these quarters.
