The Board-up Program is designed to secure any vacant structure that is open to unlawful entry as defined by Kansas City code of ordinances, Section 48-31.

Standard procedure

Any property that is inspected and is found to be open to unauthorized or unlawful entry will be processed according to the following procedure:

  • A notice is sent to the owner giving him 15 days to board up or secure the property in an appropriate fashion
  • If the condition is not corrected in 15 days, the City will have the building secured
  • The cost will be assessed as a lien against the property
  • A special tax bill will issued and considered a personal debt of the property owner, as authorized by Chapter 48 and 56 of the code of ordinances
  • Failure to secure an open building within the 15 days may also result in prosecution of the property owner.
  • Emergency procedure

    An emergency board-up may be requested by the Police Department, Fire Department or by an agent of the county in which the board-up would occur. It must be determined that the structure is an immediate threat to the public's safety, health and welfare.

    When an emergency board-up is deemed necessary there are two options available.

  • The owner can properly secure the structure to eliminate the emergency condition
    -- OR --
  • The City will take action to board the structure.
  • In either case, the property owner is notified of the situation and given an opportunity to board up the property.

    The cost of securing the building will be assessed as a lien against the property if the City does the work.

    A special tax bill will be issued and will be considered a personal debt of the property owner, as authorized by Chapter 48 and 56 of the code of ordinances.
