Assessment Procedure: Every person owning or holding real property or tangible personal property on Jan. 1 of any calendar year shall be liable for taxes, with exemptions for certain properties, such as those for charitable, educational and religious purposes. All taxable real and personal property within the City is assessed annually by the county assessors. Missouri law requires that property be assessed at the following percentages of true value:

Personal property 33 1/3 percent
Residential real property 19 percent
Agricultural real property 12 percent
Utility, industrial, commercial, railroad all other real property 32 percent

A general reassessment of real property occurred statewide in 1985. Beginning Jan. 1, 1987, and every odd-numbered year thereafter, each County Assessor is required to adjust the assessed valuation of all real property located within the county in accordance with a two-year assessment and equalization maintenance plan approved by the State Tax Commission.

Tax Collection Procedure: Personal property and real estate taxes, other than for railroads and utilities, are billed and collected on behalf of the City Treasurer by the County Collector's Offices. City personal property taxes, other than for railroads and utilities, in Clay County are billed and behalf of the City Treasurer by the Clay County Collector's Office. Real property taxes, other than for railroads and utilities, are billed and collected by the City Treasurer's Office. This primary source of property tax income is due and payable on the first day of November and delinquent after Dec. 31 on the year billed. Interest attaches on Jan. 1 and each month, or part thereof, thereafter to the date of payment. Other taxes, such as State Railroad and Utility, Financial Institution and Replacement Taxes, are collected on varying schedules by the counties and state.

Tax Limitation Provisions: The tax rate for municipal operating purposes cannot exceed $1 per $100 assessed valuation; in tax year 2007, the City levied 63.20 cents of this limit. The City levies an annual tax for the purpose of operating hospitals and public health facilities. In tax year 2007, the City levied 67.28 cents of the statuary maximum 71 cents per $100 assessed valuation. For museum purposes during the same year, the City levied 1.84 cents of the statutory maximum 10 cents per $100 assessed valuation. There is no legal limitation on the tax rate for the payment of principal and interest on municipal bonded debt. In tax year 2007, the City levied 14 cents per $100 assessed valuation.

A Missouri constitutional amendment limits the total amount of taxes which may be imposed in any fiscal year. Provisions are included in the amendment that establish levy rates so as to produce an amount of revenue equal to that of the previous year. The limit may not be exceeded without a majority vote. The assessed valuations of new construction, new personal property, and newly annexed areas are exempt from this limitation.
