District Councilman Bill Skaggs was elected to City Council in April 2003 and re-elected in March 2007.
He serves as the mayor pro tem and is a member of the Housing Committee, Legislative Committee and Transportation and Infrastructure Committee.
Councilman Skaggs
served in the Missouri House of Representatives from 1982 to 2002, representing
Kansas City North and North Kansas City. As a member of the House, Skaggs
served as chairman of the House Accounts and Operations Committee. He
also chaired the Urban Affairs Committee and served as the chairman of
the Board of Directors for the Missouri State Employees Retirement System.
Councilman Skaggs served on numerous other committees, including Joint
Committee on Legislative Research, Banking and Financial Institutions,
Health and Mental Health, Appropriations and Retirement.
Skaggs is vice president of MML (Missouri Municipal League) and president of the Airline History Museum Board of Directors. Councilman Skaggs has served on the Kansas City
Regional Transit Alliance and the Clay County Economic Development Commission. Skaggs is a former member and president of Project Refocus. As a founding member of Northland Healthcare Access, he was instrumental
in establishing a free health care clinic for the underinsured and uninsured.
In recent years, he has participated as an advisory board member.
Councilman Skaggs
is a retired autoworker. For 25 years, he worked at the Leeds plant on
the assembly line. After his election to the House of Representatives
in 1982, he continued working at the plant until it closed in 1987. He
then joined Norbank, a privately-owned bank in North Kansas City, where
he is employed as a public relations representative.
He is a member of
First Baptist Church, North Kansas City. He currently provides transportation
for the mentally handicapped every Sunday to attend services. Skaggs and
his wife Sandra have been married for 39 years and have two adult children.
