This
program allows the City the option to select design services for
contracts estimated
to cost $110,000 or less from a list of pre-qualified firms without
having to undergo an extended process for traditional selection.
Background:
- When the ordinance and resolution were passed
by City Council on Feb. 26, 2004, it allowed the City to pre-qualify
firms for design work on City projects with total design fees estimated
to cost $107,000 or less in designated project categories.
- The city manager developed program requirements and
reviews this and other programs annually and may adjust the dollar
threshold for changes in the consumer price index in accordance with
Section 2-15952-1601 of the City Code of Ordinances.
Prequalification Process:

The Request for Qualifications (RFQ) and Statement of Qualifications
(SOQ) documents may be viewed and downloaded from www.kcmo.org
to enroll in the program.

Firm must clearly demonstrate in the SOQ that it has sufficient
qualifications and experience for each category of work in which
submits.

Firm will be required to execute a Master
Agreement and have a Vendor Number and Affirmative Action Program as a
condition of prequalification.
- The City will evaluate each SOQ submitted.
Selection for inclusion in established Prequalification Lists will be
based solely upon the judgment of the City in obtaining firms that will
serve the best interests of the City.
Continuous enrollment:
- The City is accepting SOQs on an on-going
basis until further notice.

Statement of Qualification
Information:
-
Firm’s Mailing address;
- Principal contact information;
- Year present Firm was established;
- Federal Tax Number;
- City MBE/WBE/DBE status;
- Resume of Firm (2 page limit);
- Resumes of key personnel expected to be assigned to
City projects (2 page limit each);
- Confirmation that Firm agrees to execute the Master
Agreement;
- Firm’s City Vendor Number;
- Firm’s Affirmative Action Program status
with the City and expiration date;
- Firm’s total gross receipts for last five
years;
- For each prequalification category in which Firm is
interested, indicate whether Firm wants to be considered for one or
both Design Fee sizes;
- For each prequalification category in which Firm
indicated an interest, list completed and/or on-going similar projects
in the last five (5) years in which Firm was the prime design
professional that best demonstrate Firm’s qualifications.
Include projects with the City of Kansas City, Missouri. Projects are
not limited to work done with or in the City of Kansas City.
Selection for task order contracts:
- The City will use, in its sole
discretion, the selection method that is in the best interest of the
City to obtain the necessary design professional services for any
individual project. The City may, but is not required to, contract with
firms on the Prequalification Lists. The City, in its sole discretion,
may select a firm on a Prequalification List to perform services
without any additional solicitation and attempt to negotiate a fee,
scope of work and schedule.
- The City may seek requests for
interest, request for proposals or directly negotiate with firms on the
Prequalification List. If the City contacts a prequalified firm to
perform a scope of work, the firm and the City must successfully
negotiate a Task Order Contract which will include the scope of work,
compensation, schedule and other applicable contract matters.
- Contacted prequalified firms will be removed from
the prequalified category pool until such time as all prequalified
firms in the category pool have been given an opportunity to submit
proposals on projects. At that time, the category pool will be
repopulated or a new prequalification program period begun.
