What is Pre-qualification for Small Construction
Projects?
- The City
Council passed ordinance no. 040190, enacting a new section 2-1583,
which allows the city manager to pre-qualify firms to bid on city
construction contracts estimated to cost $300,000 or less. The City
will establish prequalification lists by category of work. The city
manager is authorized to solicit bids from some or all of the firms on
a prequalification list. Firms may seek pre-qualification in multiple
categories.
How do you Pre-qualify?
- The
City's Request for Qualifications (RFQ) is available at the World
PlanRoom Web site, or through the City's
Web site. For ease in searching, the contract reference number is CS050207-1.
When is this Pre-qualification
process open?
- The
first submission date for pre-qualification was Oct. 19, 2004 . In
the new year, CIMO reissued a request for statements of qualifications
(SOQs) on Feb. 28, 2005. This process is open and ongoing. After
the review of their application, the City will notify firms via letter
as to the categories for which they have been pre-qualified.

Who can use this process?
- Pre-qualification
lists can be used for City construction projects estimated to cost
$300,000 or less in the Departments of Aviation, Parks and Recreation,
Public Works, and Water Services, as well as the Capital Improvements
Management Office (CIMO) at the discretion of the City. This will
provide another method for the city to solicit bids.
Why is the City implementing this
process?
- By
pre-qualifying firms according to areas of expertise and administrative
requirements, the City will save time during the bidding, advertising
and execution process and allow projects in the program to get underway
quicker than construction projects bid in a traditional process.
What information does the SOQ
submittals require?
As stated in the RFQ, in order to be
considered, bidders must submit the following in full:
- Statement
of Qualifications (SOQ) Attachment A
- Prequalification
Category Form Attachment B; (Complete and submit a separate form for
each category of work)
- Master
Services Agreement Attachment C
- City of
Kansas City, Mo., Tax Clearance Letter
- Letter
from Surety stating Bonding Capacity including dollar amounts and type
of work
- Current
Certificate of Insurance showing types and amounts of coverage
- Evidence
of Fictitious Name Registration or proof of Corporate Good Standing
from Missouri Secretary of State
- Contractor’s
Resume (limit of 2 pages)
How will Pre-qualified firms be selected for projects?
- At its
discretion, the City may seek bids for small construction projects
estimated to cost $300,000 or less from some or all contractors on the
pre-qualification list in the project category. Contracts will be
awarded to the lowest and best bidder solicited when it is in the best
interests of the City.
