Vision Statement

Mission for CIMO – Right–of-Way: To be an efficient and effective property acquisition team which will assist infrastructure improvement construction. The departments within the city and the property owners affected by upcoming improvements depend upon a knowledgeable team to administer the acceptable city/state/federal guidelines with impartiality. We see ourselves as facilitators for improvement—transportation and other improvement projects that support economic opportunity and increase the livability of our communities for all citizens of Kansas City.

 These values guide our decision making as we implement our Right-of-Way mission and goals. We recognize our responsibility to our Department and to the people of the City of Kansas City and its communities in which we work, and feel that we should encourage and foster high ethical standards in our work group, we do hereby state our Code of Ethics which is the basis of our work ethic and our constant guidance and inspiration, predicated upon the basic principals of trust, justice and fair play:

  • To show that our profession is worthy by the example we set by our industriousness, honesty and courtesy, so that we may deserve our reputation for high quality of service and fair dealing with our associates.
  • To add to our profession’s knowledge by continuous study, an attitude that shows we are not afraid to change our methods if the change is merited and a willingness to share our knowledge, experiences and methods with our fellow employees and those in our profession.
  • To gain an always increasing self-confidence in ourselves, and in turn the confidence of the public and those we work with, by using poise, self-restraint and constructive cooperation in carrying out our duties.
  • To use the best methods available to determine just compensation in acquiring property.

CIMO Right-of-Way Team is divided into two groups – Right-of-Way Services and Right-of-Way Acquisition.

Right-of-Way Services’ major function to our clients is:

  • To review Right-of-way plans and documents for sewer and street projects to assure correctness and conformance with City standards;
  • To prepare acquisition documents for city projects;
  • To review condemnation plans and prepare condemnation ordinances for property acquisition;
  • To prepare grade resolutions and ordinances;
  • To review and process submissions for easement releases;
  • To prepare monthly ordinances for acceptance of acquired properties for easement, street, other purposes;
  • To investigate some queries and problems pertaining to the city rights of way;
  •  To check engineering plans and adjacent tracts for correct identification and legal;
  • To interpret engineering plans–translating engineering plans to written legalese for our documents—that ultimately will be recorded by the agent.

Services that our Right-of-Way Acquisition agents provide to our clients:

  • To confirm that title work was ordered and the tract owner is correctly identified;
  • To contact owners and explain the need for their land and their rights as owners;
  • To ensure that the documents used to acquire the property rights are legal and explain them to the owners, notarize the documents and record them at the county;
  • To interpret engineering plans for the owners and negotiate with owners and explain the eminent domain process;
  • To order appraisals when needed and to formulate and make an offer to the owner(s);
  • To act as the initial contact representative of  the City of Kansas City, MO to property owners, and act as a liaison to the legal department.
