Capital Improvements Management Office wins pavement award

Power & Light District infrastructure work honored

The Missouri/Kansas Chapter of the American Concrete Pavement Association recognized the City of Kansas City, Mo., Capital Improvements Management Office on Feb. 28 for the Power & Light District Phase 2 Street Improvement Project.

The project was the winner in the municipal streets and intersections category as the best Portland Cement Concrete pavement constructed in this category for 2006 in Missouri. The Capital Improvements Management Office is responsible for the basic infrastructure improvements required for the Power & Light District retail and entertainment project, which is being developed by the Cordish Company.

The project team was honored for their achievement at the 27th Annual MO/KS Portland Cement Concrete Paving Conference which was held at the downtown Marriot Hotel in Kansas City, Mo. The awards honored contractors, engineers and owners for quality concrete pavement construction projects completed in 2006. The awards also recognized companies and agencies for safe, efficient and durable concrete pavements. Projects were reviewed on the basis of quality control, complexity, innovation and pavement smoothness.

The street reconstruction efforts in the Power & Light District were completed in a phased approach and required meticulous coordination with the construction work. Access to businesses around the perimeter of the project and downtown traffic needs were also vital considerations. The driving surface throughout the district was constructed with concrete tinted with three integral colors instead of asphalt. Phase 2 of the street reconstruction work was designed by HNTB and constructed by J.M. Fahey Construction Company, both locally based companies.

In addition to the replacement of all streets from back to curb to back to curb, CIMO was responsible for overall project coordination and traffic flow management for the Power & Light District project, including the purchase of all property, vacation of the alleys, and demolition and environmental abatement in the existing buildings and parking lots. CIMO managed the separation of the combined sewer system and the replacement of all the district-wide public utilities including water, sanitary sewer and storm sewer.
