KCStat is a data-driven, public-facing initiative focused on improving the efficiency and effectiveness of city services. KCStat has started by focusing on the areas the city receives the most public complaints about: Street Maintenance, Water Line Maintenance, Water Billing/Customer Service, Code Enforcement and Animal Control.

KCStat seeks to improve City services and government accountability by publicly outlining and discussing goals and objectives that will be measured against indicators for outcomes, output and efficiency.

The public is invited to attend the KCStat internal review sessions scheduled from 9 to 11 a.m. on the first Tuesday of each month.


Background

The City Manager’s Office Performance Management Program has been using data to highlight and address city service performance issues. First, data on completion time and citizen satisfaction was used to identify gaps or problems in City services. This process led to a focus on the following areas:
  • Street Maintenance
  • Water Line Maintenance
  • Water Billing/Customer Service
  • Code Enforcement
  • Animal Control
The City Manager’s Office Performance Management Program has been using data to highlight and Following the identification of the above areas, a weekly rotating meeting was convened with department directors and managers from these areas. Goals and objectives were developed for each improvement area that can be measured using outcome indicators that in turn tie to efficiency and output indicators (see Table 1 below). For each meeting, performance management staff analyzes the most recent data for these established indicators and creates an agenda and related charts/graphs/tables for discussion between the City Manager, departments, PM staff, ITD, and City Communications.

This process has resulted in improvements in all of the focus areas, including decreased timeframes to complete city service requests, increased citizen satisfaction with city service requests and overall perception, and efficiency improvements and implementation of enhanced technology.

While the internal discussions focus on operational adjustments necessary to meet the stated goals and objectives, as part of the KCStat process, the Mayor and City Manager will provide a monthly public discussion that puts the measured indicators for outcomes, output and efficiency on display. This discussion will allow the public to see the progress made toward reaching stated goals and objectives.

KCStat internal review sessions are open to the public and media on the 10th floor of City Hall from 9-11 a.m. on the first Tuesday of each month. Citizen input will be invited at these meetings as well as an online.


Conclusion

KCStat provides the opportunity to highlight KC’s forward-looking approach for performance management. Unlike past initiatives in which data was used to respond to questions, KCStat begins with data, which in turn drives the discussion about progress on goals and objectives. KCStat is a conversation, not a series of presentations. Further, KCStat represents a strong partnership between the Mayor and City Manager and their shared interest in using data to drive performance improvement.
