City appoints housing department director
City of Kansas City, Mo., City Manager Wayne A. Cauthen has named Shirley Winn director of the Housing and Community Development Department, effective immediately. Winn has been serving as acting director since the department’s creation.
As acting director, Winn successfully obtained approval of the City’s Asset Transfer and Capacity Building Plan from the U.S. Department of Housing and Urban Development and the Court Appointed Receiver. This 21-month process included: (1) resolving previous audit findings; (2) staffing the new department and developing operating procedures; (3) integrating federally-funded programs into the overall City planning process; and (4) adopting long-term reform measures.
“Shirley has been instrumental in the City re-establishing a housing department that serves our residents and improves our neighborhoods,” Cauthen said. “Her knowledge and experience with the U.S. Department of Housing and Urban Development was crucial in gaining acceptance of the City’s Asset Transfer and Capacity Building Plan.”
As director, Winn will continue to appropriate the City’s Community Development Block Grant allocation from to U.S. Department of Housing and Urban Development, which helps tackle serious challenges facing the residents of the city. Winn also will oversee the Property Preservation Division, the weatherization program, the KC Dream Home Program and a variety of other low-income housing projects and community development initiatives.
Winn was named the City’s housing administrator in 2007, and was named acting director of the new Housing and Community Development Department earlier this year. Before coming to the City, Winn served as senior deputy director at Fannie Mae from 2006-07, deputy director of housing services for the Johnson County, Kan., Human Services and Aging Department from 2005-06 and asset manger for the Missouri Housing Development Commission from 1999 to 2005.
Winn has a bachelor's degree in business administration from Rockhurst University and a master's degree in business administration from Avila University.
