Franklin to lead Water Services Executive Management Team

Acting director resigns

City of Kansas City, Mo., City Manager Wayne A. Cauthen has appointed Assistant City Manager John Franklin to lead an executive management team to temporarily oversee the City’s Water Services Department following the resignation of acting director James Buckler.

Buckler, who was appointed acting director in January, submitted his resignation yesterday and will step down May 6.

The City will immediately begin a national search for a new department director.

The executive management team will consist of Franklin and senior management of the Water Services Department. Franklin will lead the executive management team and continue to implement the City’s Green Solutions Policy Resolution, which directs City departments to incorporate green solutions into City policies, projects and programs.

“This is an important period of time in the Water Services Department, which is working to address aging infrastructure and combined sewer and sanitary sewer issues, implement the automatic meter reading program, and form a funding strategy for the City’s water, sewer and stormwater utilities,” Cauthen said.

Cauthen developed a 180-day work plan, which Franklin and the executive management team will implement.

Cauthen said he is planning an all-day retreat with the Water Services Department Executive Management Team and other senior staff to discus pressing issues facing the department and the implementation of the 180-day work plan.
