City appoints assistant city manager and council liaison, lobbyist

City Manager Wayne A. Cauthen announced April 27 the appointment of LaTrisha Underhill as an assistant city manager and the appointment of Greg Williams as the City Council liaison and lobbyist for the City Manager's Office.

Underhill has been promoted from being an assistant to the city manager to assistant city manager effective immediately. She served as an assistant to the city manager since April 2003.

"Having been my liaison to several key departments, LaTrisha brings to this position the knowledge and expertise needed to make an impact in areas that directly benefit citizens," Cauthen said.

Underhill will continue to provide strategic and legislative support to the city manager for core internal operations and functions of the City of Kansas City, Mo., including the Finance Department, Neighborhood and Community Services Department, Health Department, Office of Budget and Management (a division of the City Manager's Office) and the Human Resources Department. Underhill staffed the Mayor's Charter Commission in 2006.

Before coming to Kansas City in 2003, Underhill served as a member of Mayor Wellington Webb's executive staff in Denver. Underhill's projects and activities during the Webb administration include the Focus Neighborhoods Bond Program, Human Service initiatives to improve leveraging dollars for low to moderate income families, the Stapleton Redevelopment project and the Position Review Committee (2000-2003). Underhill also worked as a policy analyst at Patton Boggs Law Firm LLP (2000). Underhill holds a Bachelor of Arts degree from Yale University.

Williams has 20 years of experience in Kansas City's public affairs arena, the last eight of which were spent as the legislative director for Mayor Kay Barnes. Williams will assist the city manager in communicating key policy and legislative issues to the City Council, as well as maintaining strategic relationships with government officials in Jefferson City and Washington, D.C. Williams will begin his new duties May 1 as a contract employee.

"Being able to continue to benefit from the vast knowledge Greg has of the workings of local, state and federal government will ensure that we continue to use all of those resources to the advantage of our community," Cauthen said.

Williams was instrumental in developing and passing the Missouri Downtown Economic Stimulus Act. He also has been involved in all state legislative issues and in federal appropriations work in the last eight years. He spearheaded three legislative outreach events designed to educate freshman senators and representatives about key local issues in Kansas City.

Prior to his work in Barnes' administration, Williams served as an account executive at NorthStar Marketing Group (November 1997 -- April 1999), public relations, advertising and public affairs consultant at self-owned Williams Communications (August 1991 -- November 1997) and public relations account executive at Moore Sturges and Associates (December 1986 -- August 1991). Williams has a bachelor's degree in political science from the University of Missouri.
