City appoints manager of Procurement Services Section
Cedric L. Rowan has been appointed as the new City of Kansas City, Mo., manager of the Procurement Services Section. Rowan will begin his duties Jan. 24.
Rowan's previous experience includes leading and motivating supply chain operations, procurement management, lease management and contract negotiations.
As manager of the Procurement Services Section, Rowan will be responsible for coordinating, preparing and negotiating complex professional service contracts; and coordinating and directing the development, evaluation and administration of requests for proposals and service contracts. He also will manage and direct the competitive negotiation contract process, which includes the development of procurement plans, statements of work, selection criteria, target deadlines and terms and conditions of contracts.
Rowan has worked for Sprint Nextel since November 1994. As the manager of material operations since December 2003, he reduced operating costs $100,000 by implementing automation processes, and managed the company's investment recovery operations.
His background with Sprint Nextel also includes positions as director of logistics and material operations (January 2001 -- September 2003), lead negotiator (October 1996 -- December 2000), and manager of the Corporate Agreements Division (November 1994 -- October 1996). As director of logistics and material operations, Rowan had responsibilities covering forecasting and material planning, product control, procurement standards, and forward and reverse logic management. He generated $22 million in revenue from the sale of excess assets, reduced operating inventory by more than 10 percent and reduced operating costs by more than $250,000.
His career also includes various positions at the Olin Corporation/Winchester Division, Lake City Army Ammunition Plant in Independence from April 1984 to November 1994.
Rowan has a bachelor's degree in political science from the University of Kansas and a master's degree in business administration from Webster University in Kansas City, Mo. He is a certified purchasing manager.
