City awarded for performance management successes

The City of Kansas City, Mo., has been recognized by the International City/County Management Association for its superior performance management efforts with a Certificate of Excellence from the ICMA Center for Performance Management. Kansas City, Mo., is one of only 26 communities receiving the center’s highest level of recognition this year.

“The recognition of our performance management efforts is a clear indication that Kansas City is in the forefront when it comes to the use of data-driven results,” said City Manager Troy Schulte. “While we take pride in this Certificate of Excellence, its lasting value will be inspiring all of us to work even harder to improve the quality of life for residents through the responsible management of resources.”

The ICMA Center for Performance Management assesses a local government’s performance management program by gauging performance over time and comparing results to peer communities. Performance management has proven to aid in cost reduction, program prioritization and quality improvement. It also encourages accountability and transparency. Certificates are awarded at the levels of Achievement, Distinction and Excellence.

“The certificate program recognizes the principles of performance management,” said Wayne Sommer, acting director of the ICMA Center for Performance Management. “Jurisdictions meeting the qualifications have demonstrated leadership in continuous improvement and community engagement, and they serve as examples for other governments to follow.”

Criteria for the Certificate of Excellence include:

• Reporting of performance data to the public through budgets, newsletters and/or information provided to elected officials

• Data verification efforts to ensure data reliability

• Staff training

• Use of performance data in strategic planning and operational decision-making

• Sharing of performance measurement knowledge with other local governments through presentations, site visits and other networking

• Commitment to tracking and reporting to the public key outcomes

• Surveying of the both residents and local government employees

• Effective and timely reporting.
