City names Water Services Department director

Bernardo Garcia has been appointed director of the City of Kansas City, Mo., Water Services Department, effective March 16.

Garcia has worked as a project management consultant since 2006, and served as assistant county administrator for Development and Infrastructure in Hillsborough County (Tampa Bay area), Fla., from 2003-06. As assistant county administrator, Garcia directly supervised eight departments, including Water and Wastewater, with more than 3,100 employees and a capital and operating budget of $1.5 billion.

Garcia also served as director of Planning and Growth Management and director of Public Works for Hillsborough County, director of Public Works for Nueces County, Texas and Public Works division manager and deputy county engineer of San Diego County. Garcia is a former member of the U.S. Army Corps of Engineers.

“Bernardo has more than 20 years of experience in engineering, staff management and project development and implementation, which will benefit the City in addressing our water infrastructure challenges,” City Manager Wayne A. Cauthen said. “He also has a track record of stressing customer service and promoting community involvement and sustainability.”

In his new role, Garcia will be responsible for planning, developing and managing the City’s programs for water supply and wastewater and stormwater systems. He also will oversee all Water Service Department staff, manage day-to-day operations and guide the Wet Weather Solutions project and infrastructure-related capital improvements.

Garcia has a bachelor’s degree in civil engineering from Texas Tech University in Lubbock, Texas; attended the University of New Mexico for graduate work in Civil Engineering; and completed leadership training of the U.S. Army Officers Candidate Training School at Fort Belvoir, Va.

Garcia’s awards include: 2005 Hispanic of the Year, Hillsborough County; 2004 Professional of the Year, Institute of Transportation Engineers; 2004 International Award in Memory of Orin F. Noting, International City/County Management Association; and 2002 Tampa Bay Engineer of the Year, American Society of Highway Engineers.
