City Manager’s retirement effective Dec. 13
Robert L. Collins announced his intention to retire as city manager for the City of Kansas City, Mo. today. His retirement will be effective Dec. 13.
Collins has been city manager since August 1997. Prior to serving as city manager he was an assistant city manager and director of the City Planning and Development Department.
As city manager, Collins improved the City’s emergency response system; increased the number of minority department directors; redesigned the City’s information technology functions, including a new computer-aided dispatch system and enterprise resource planning; and improved the public radio system.
Other accomplishments include completing and implementing the FOCUS Strategic and Master Plan; developing the new downtown plan; building the Ilus W. Davis Park which spurred new development on the east side of downtown; and increasing funds for capital improvements and deferred maintenance.
Collins also initiated the KC-GO process to improve City services, efficiency and competitiveness through a close labor/management partnership
