City announces personnel appointments

City Manager Wayne A. Cauthen announced today that the City of Kansas City, Mo., is successfully filling some key positions.

"The City has undertaken many new projects and is making great strides in capital improvements and providing basic services. To keep pace with these events, we must ensure that we hire and promote talented individuals who can get the job done," Cauthen said.

G. Mary Temple is assuming the newly created position of city controller. Her appointment in Kansas City is effective immediately. The city controller will be responsible for establishing and managing the financial reporting and internal control framework for all agencies and departments under the city manager in accordance with generally accepted accounting principles and the standards of the Governmental Accounting Standards Board.

"Mary's experience in a large and diversified corporation is expected to benefit the City as it moves into a more corporate financial position subsequent to recent regulatory accounting changes," Chief Financial Officer Debra Hinsvark said.

Temple has worked in the telecom industry for the last 30 years, holding financial positions since 1991. She has been the revenue director, controller and finance director for various divisions of Qwest Communications managing financial and operational aspects of $1+ billion businesses.

Temple's career includes positions as finance director of Qwest Communications in Denver (May 2003 -- February 2006), interim finance director of Qwest Communications (September 2002 -- May 2003), controller of Qwest Communications (August 2000 -- September 2002) and revenue director of Qwest Communications (May 2000 -- August 2000).

Temple has bachelor's degrees in psychology and accounting and a master's degree in business administration from Western State University in Colorado. She is licensed as both a certified public accountant and a certified management accountant.

The Finance Department also is adding Judy Hadley to its management team as the City's manager of revenue. This appointment is effective immediately. The manager of revenue collects the City's taxes and must enforce the City's tax code.

Hadley has held progressively responsible positions for the City, serving since 2004 as the manager of the Regulated Industries Division of the Neighborhood and Community Services Department.

"Judy's ability to organize a project, meet the demands of the public and keep both City administration and the City Council informed caught my attention from the moment I met her," Hinsvark said. "Add to that her endless energy and she has the perfect combination of attributes to lead the City's tax team as it moves into a stronger enforcement period."

Hadley's background also includes positions as senior budget analyst for the City of Kansas City, Mo., City Manager's Office (1998 -- 2004); work force forecaster for the Office of Administration, State of Missouri (1997 -- 1998); personnel analyst for the Office of Administration, State of Missouri (1996 -- 1997); and strategic development/Equal Employment Opportunity officer with the U.S. Environmental Protection Agency, Region VII (1991-- 1996).

Hadley has a bachelor's degree in political science history from Saint Mary University and a master's degree in public administration and business from Park University.

Gregory Rokos has been appointed city engineer in the Public Works Department effective immediately. Rokos was selected after an extensive national search and review of candidates.

"It is with great pleasure that I name Gregory Rokos the new city engineer. His dedication to his profession and experience with many key City projects will be great assets in this position," said Stan Harris, director of the Public Works Department.

Previous to his appointment, Rokos served in the Public Works Department in the capacity of assistant city engineer for the Construction Services Division (September 2002 -- August 2006) and management systems engineer (September 2001 -- September 2002).

Prior to joining the Public Works Department, Rokos held engineering positions with the Missouri Department of Transportation in the capacity of operations engineer for Construction and Materials (September 2000 -- September 2001), area engineer (April 1997 -- September 2000) and maintenance and traffic engineering (June 1988 -- April 1997).

Some of the highlights of Rokos' career include:

    Managing and overseeing infrastructure projects for the City, including Bannister Road Bridge and Barry Road, and neighborhood projects including sidewalk repair and street resurfacing

    Managing construction resources and personnel for the State of Missouri. The major projects Rokos oversaw include Missouri Route 291, which is the four-lane highway over the Missouri River, and the Little Blue Parkway interchange on Interstate 70 in Jackson County

    Receiving the Missouri Governor's Award for Quality and Productivity in 1998

    Receiving the National American Association of State Highway and Transportation Award for Most Innovative Proposal in Design Engineering in 1997.

Rokos has a bachelor's degree in civil engineering from the University of Missouri in Rolla.

Robert G. Rives has been appointed manager of facilities management in the Public Works Department effective Sept. 19.

"This new key position is responsible for the facility management of City Hall, the Municipal Court building and 155 other City-owned facilities," Harris said.

Previous to his appointment, Rives served as the director of physical plant at Central Missouri State University (May 2005 -- February 2006), director of facilities services for Community of Christ World Headquarters (August 1998 -- November 2003) and special projects coordinator/facility manager for the Rogers, Ark., Public School District (August 1989 -- August 1998).

Rives also served as a military police supervisor in Ft. Lewis, Wash., (November 2003 --May 2005).

Rives has a bachelor's degree in public administration from the University of Arkansas. He is a certified facility manager through the International Facility Managers Association. He was a member of the board of directors and chairman of the Facility Audits Committee for the International Facility Managers Association, Kansas City Chapter from 2001 until 2003.

Dennis Gagnon is the Public Works Department's new public information officer effective immediately.

"Dennis brings to the City more than 25 years of experience in organizational communications to this position," Harris said.

Prior to joining the City, Gagnon held positions at the University of Missouri in Columbia (November 2004 -- July 2006), Hallmark Cards (July 1986 -- June 1997), House of Lloyd Inc. (September 1982 -- July 1986) and KMOS-TV at Central Missouri State University (June 1980 – February 1982). Gagnon also has experience as an independent communications consultant providing internal and external communications solutions for the Council of Supply Chain Management Professionals, Hallmark Cards and Sprint (July 1997 -- November 2004).

Gagnon has a bachelor's degree in broadcasting and film from Central Missouri State University and a master's degree in journalism from the University of Kansas.

Deletta Dean has been hired by the Neighborhood and Community Services Department to manage the Neighborhood Improvement Program, which rolled out earlier this summer. The Neighborhood Improvement Program focuses City services and attention in 17 neighborhoods to address issues related to neighborhood deterioration. Dean will coordinate the activities of numerous City departments that deliver services in these neighborhoods.

"Deletta Dean is well qualified for this assignment, bringing extensive experience in working with organizations and community groups," said Les Washington, director of the Neighborhood and Community Services Department.

Dean comes to the City from the Greater Kansas City Local Initiatives Support Coalition where she served as program officer (May 2004 -- September 2006). In this position, Dean worked to facilitate community development grant administration and provided technical assistance to community development corporations to help them achieve their housing goals.

Dean also held positions as asset manager for the Housing Authority of Kansas City (June 2000 -- April 2004), district real estate manager at Cohen Esrey Real Estate (November 1998 -- May 2000), senior program administrator at SAVE Inc. (March 1994 -- October 1998) and certified housing specialist for the Housing Authority of Kansas City (March 1990 -- March 1994).

Dean has bachelor's and master's degrees in public administration from Park University.
