Human Relations submits report

As requested by City Council resolution, the City of Kansas City, Mo., Human Relations Department submitted its first monthly M/WDBE report to the City Council on Sept. 8. The report will be presented to the Operations Committee at 9 a.m. Sept. 13 in the City Council Chambers.

The Human Relations Department worked with other City departments, private contractors and other organizations to gather data on minority/women disadvantaged business enterprise utilization regarding City-funded projects.

The results of this survey indicate that of the more than 442 active contracts in construction, professional services and facility maintenance, the City has received utilization reports on 226 of the 281 active projects, or 80 percent, of the total City projects that have M/WDBE goals assigned. Purchasing, supply and/or commodity contracts were not included in this report.

There are approximately 161 projects with no goals assigned with an estimated contract value of $47.2 million. Of the 161 projects with no goals, 136 projects are below the $300,000 threshold. The remaining 25 projects may have had limited opportunity for minority participation. These are projects in which the work was specialized or the City department requested a waiver. City ordinance requires no M/WDBE goals on construction projects less than $300,000. However, prevailing monitoring is still applicable on these projects.

The City anticipates that future reports will include refinements and additional data to make the report even more customer friendly for end users such as labor associations, construction organizations, civic and community groups, as well as for the City Council, Mayor's Office and City staff.
