Proposed City ordinance strengthens regulation of salvage yards

A proposed revised salvage yard ordinance that is scheduled to go before the Neighborhood and Housing Committee of the Kansas City, Mo., City Council tomorrow is aimed at providing better guidance and regulation for the salvage and junk yard businesses in the City.

The Regulated Industries Division of the Neighborhood and Community Services Department will provide details of the proposed ordinance at the 11 a.m. committee meeting at City Hall.

"Salvage yards have not been well regulated in the past due to a lack of manpower and a formal process for licensing and enforcement," said Vic Cook, acting manager of the Regulated Industries Division. "The revised ordinance provides a complete and comprehensive process for salvage yard owners to apply for, and be granted, a license to operate while at the same time providing the specific information they need for compliance."

The new ordinance, if passed by the Neighborhood and Housing Committee, will go before the full City Council Sept. 7 at 3 p.m. If passed by the City Council, the ordinance would take affect later this month. Salvage and junk yards would have until April 1, 2007 to bring their businesses into compliance. After that, noncompliant businesses would be unable to operate in the City.

The Regulated Industries Division is responsible for performing substantial administrative and regulatory functions related to the licensing of businesses and persons authorized through the City ordinances of Chapters 10, 12, 41, 42 and 76. The division regulates businesses including: liquor sales and distribution, catering, sidewalk cafes, dance halls, carnivals, taxicabs, limos, adult entertainment and salvage yards.
