City mourns the loss of Rich Noll, assistant city manager

Rich Noll, Assistant City Manager of the City of Kansas City, Mo., passed away August 25, 2010 following a sudden illness. With Noll’s passing the City has lost a gifted employee and long-time friend. Noll worked for the City in a variety of capacities for 27 years, most recently filling the role of Acting Director of the Water Services Department. Noll was respected as a professional and personable individual.

“The passing of Rich Noll is a loss to our municipal government, the community and his family, friends and co-workers,” said Acting City Manager Troy Schulte. “While we are saddened by his passing, we are grateful for the gift of his life and his ability to bring out the best in others. He had a passion for Kansas City and the City is a much better place for his service.”

Noll came to the City in 1983 as a public management intern. After a one-year internship, Noll served as a budget analyst for five years, a budget supervisor for six years, and was appointed as an assistant city manager in 1995. Budget, finance, infrastructure and operational issues were Noll's primary areas of expertise.

"Having worked with Rich Noll for years, I have known him to be a true professional who devoted himself each day to the city and always put the best interests of the citizens first," said Mayor Mark Funkhouser.

Richard Noll was a native of the St. Louis area. He received bachelor's and master's degrees in public administration from the University of Missouri - Columbia.

Noll was a 25-year member of the International City Management Association, a past president (2008-2009) of the Missouri City Management Association, a member of the American Society for Public Administration, and the University of Missouri Alumni Advisory Committee. He was recognized by the Mid-America Regional Council in 2007, with the Regional Leadership Award. He was a past board member and membership chairman of the Urban Management Assistants of Mid America and a graduate of the Year XVII Class of Kansas City Tomorrow.

The family of Rich Noll appreciates the community’s concern for their loss and has requested that all media inquiries concerning Mr. Noll’s life and passing be directed through the City Communications Office as they mourn his passing.
