Schulte, Noll receive 2011 ASPA awards
The American Society for Public Administration - Greater Kansas City Chapter has awarded City of Kansas City, Mo., Interim City Manager Troy Schulte the 2011 Public Administrator of the Year Award and the City’s Former Assistant City Manager Richard Noll the 2011 L.P. Cookingham Award for Outstanding Contributions to Public Administration (awarded posthumously).
Schulte received the Public Administrator of the Year Award in recognition of outstanding performance in the practice of public administration in the Greater Kansas City area. Schulte has served the City as interim city manager since November 2009. Prior to his current appointment, Schulte served as the City’s budget officer.
Noll was presented the L.P. Cookingham Award for his superior contributions to public administration over an extended period of time. Noll, who passed away in August 2010, had served the City for 27 years. In addition to his lengthy service as assistant city manager, Noll held management positions in the City’s Budget Office and served as acting director of the Water Services Department. Budget, finance, infrastructure and operational issues were Noll's primary areas of expertise. He was respected as a professional and personable individual.
Both Schulte and Noll’s contributions to the public sector and community will be recognized at the American Society for Public Administration - Greater Kansas City Chapter Annual Awards Dinner on May 25 from 5:30-8:30 p.m. at the Swope Memorial Golf Course. Event cost is $45 per person.
