City makes key Capital Projects appointments
City of Kansas City, Mo., Interim City Manager Troy Schulte has appointed Pat Klein director of the Capital Projects Department and announced key appointments within the department.
Klein, a City employee since 1997, has extensive experience with capital projects activity and has previously served the City as acting capital projects director, 2010 – 2011; capital improvements program manager 2003 – 2010; and capital improvements program analyst, 1997 – 2003. Klein has also been active in other areas for the City, including the Bond Financial Advisory Committee, Housing Task Force, Kansas City Emergency Management Committee and the Public Works Total Quality Management Initiative.
“The depth of knowledge and experience that Pat brings to this position is an excellent match for this key position,” Schulte said. “Pat has tremendous institutional knowledge, and we have great confidence in his ability to make things happen, for the good of the City.”
Klein holds a Master of Public Administration from the University of Oklahoma, and a Bachelor of Science in Political Science from Kansas State University. He is also a Full Member of the International City/County Manager’s Association.
Eric Bosch has been appointed city architect. Bosch, a registered architect, has more than 27 years of architectural, management and project management experience and has played an instrumental role in the successful planning, design and construction of numerous buildings and facilities for the City.
Prior to this latest appointment, Bosch served the City as manager of architecture, 2005 – 2011; manager of design and construction, 1992 – 2005; and staff architect, 1990 – 1992. Bosch has been active as a member of the Oversight Committee Kansas City Convention Center Expansion, adviser to the Municipal Art Commission and chair of the LEED Standards Committee.
Bosch holds a Bachelor of Architecture degree from Kansas State University and is a member of the American Institute of Architects, the Design-Build Institute of America, the U.S. Green Building Association and the American Public Works Association.
Ralph Davis has been appointed engineering services manager for the Capital Projects Department. Davis, a registered engineer, has 23 years experience in the field of engineering and project management. He has been a manager and project manager on numerous road, bridge and infrastructure projects throughout the City. Davis played an instrumental role in the construction of the Sprint Center.
Davis’ has served the City as division head in the Capital Projects Office, 2010 – 2011; acting manager of capital improvements, 2007 – 2010; manager of project administration, 2001 – 2004; manager of Street Design Services, 1997 - 2000; group leader of sidewalk design, 1996 – 1997; and registered engineer in the Urban Drainage Design Group, 1994 – 1996. Prior to joining the City, Davis served as, civil engineer, Juneau Associates Inc., P.C., and project resident engineer, St. Louis County Department of Highways and Traffic.
Davis holds a Bachelor of Science degree in Engineering from Southern Illinois University at Edwardsville.
