Performance audit on KCI terminal improvement project released
Today, the City Auditor’s Office released a report on the KCI terminal improvement project. The audit focuses on the selection of the contractor to provide project management services, the reasonableness of project management costs, and opportunities to improve the City’s management of future construction projects.
The auditor found no specific violation of City procedures in the selection of the contractor to provide project management services, however, the timing of requests for qualifications limited competition. The auditor could not determine the reasonableness of project management costs for the project because of the lack of guidelines on project management costs and the project’s complexity.
The report includes recommendations for the city manager to improve the City’s management of construction projects, including establishing minimum timeframes for responses to requests for proposals and requests for qualifications and consolidating responsibility for all major construction projects. The city manager agreed with the recommendations.
