Langenkamp to fill assistant city manager position

City of Kansas City, Mo., acting City Manager Troy Schulte has announced the appointment of Robert Langenkamp to the position of assistant city manager of economic development effective immediately. The assistant city manager position is a currently budgeted vacant position.

“As stated in my submitted budget for fiscal year 2010-11, recent announcements have shown that the City is struggling to compete with the use of incentives to attract and retain quality jobs within Kansas City. By refocusing this assistant city manager position on economic development efforts, we can better utilize our City staff talent and that of the Economic Development Corporation to create partnerships and leverage resources to address unmet needs in entrepreneurship, small business assistance, and workforce development,” Schulte said.

In addition to leading the City’s economic development efforts, Langenkamp will serve as the city manager’s liaison to the Aviation, City Planning and Development, and Convention and Entertainment Facilities departments.

Langenkamp, who has served as assistant director of the City Planning and Development Department since December of 1998, joined the City in February 1989 as a planner in the department’s Planning and Urban Design Division. In November 1993, Langenkamp was promoted to assistant to the director for Economic Development for the department. He also served as the department’s Economic Development Projects Division manager from September 1996 until being appointed assistant department director in 1998.

“Throughout his 21-year career with the City, Bob has been closely involved with virtually every major development effort in Kansas City. He has served as the City's liaison with the Economic Development Corporation, worked with the Kansas City Area Development Council on numerous business attraction and retention efforts, coordinated with the Missouri Department of Economic Development on various projects, and served as the City's point person with the Missouri Development Finance Board on more than $85 million in successful tax credit applications. This experience along with his background in administrative functions such as planning, housing, capital budgeting, finance, light rail, and policy development make Bob the ideal candidate to successfully move the City’s economic development activities forward in an aggressive manner,” Schulte said.

Prior to joining the City in 1989, Langenkamp served in City planning positions for the City of Columbia, Mo., from October 1982 to February 1989. His experience with the City of Columbia included served as acting director of Economic Development pending the establishment of a new Columbia metropolitan agency and hiring of its first director.

Langenkamp holds a master’s degree in Regional and Community Planning from Kansas State University in Manhattan, Kan., and a bachelor’s degree in parks and recreational areas management from Kansas State University.

Langenkamp is professionally certified by the American Institute of Certified Planners and is a member of the American Planning Association, the Nature Conservancy and the Urban Land Institute, where he has served on the District Council Executive Committee since 2003. Langenkamp also has served on the Board of Directors of the Downtown Council as an Ex-Officio member since 2000; served on the Board of Directors of the Port Authority of Kansas City, Mo., as an Ex-Officio member since 2002; and has been a member of the Kansas State University College of Architecture and Design Alumni Advisory Board since 2005. Langenkamp also served on the Missouri Economic Development Finance Association Board of Directors from 2002 to 2006 and completed the Greater Kansas City Chamber of Commerce Centurions Program in 2000.
