Gail Roper has been appointed chief information officer effective immediately. This position replaces her current position as director of the Information Technology Department. The revised position will focus directly on the significant investment decisions in technology initiatives from a Citywide perspective. Roper will be responsible for all technological resources in the organization. She will focus on consolidating technical strategies and capitalizing on volume procurement of services and capital expenditures to improve and support innovation. Roper has been director of the Information Technology Department since March 2000. Roper’s career with the City also includes positions as deputy director of the Information Technology Department (November 1997 – March 2000) and assistant director of the Information Technology Department (August 1995 – November 1997). Prior to joining the City, Roper held information technology positions with the City of Austin, Texas and with the Texas Department of Commerce. Roper has a bachelor’s degree in information systems from Albany Business College in Albany, N.Y.
Earnest Rouse has been appointed director of the Action Center and assistant to the city manager effective immediately. Rouse has served as acting director of the Action Center since April 2003. Prior to being appointed acting director, Rouse served as chief administrative officer in the City Manager’s Office since October 1996. He will continue to perform the chief administrative officer duties for the City Manager’s Office as well. Rouse’s career with the City also includes positions as financial manager of the Kansas City Zoo (July 1994 – October 1996), and budget analyst in the Office of Management and Budget (May 1988 – July 1994). Rouse has a bachelor’s degree in political science from the University of Arkansas-Pine Bluff and a master’s degree in public administration from Iowa State University.
Wanda Gunter has been appointed acting director of the Finance Department effective Feb. 8. Gunter will be responsible for day-to-day operations of the department until a new director is appointed. The City will conduct a national search for a new director. Gunter has a bachelor’s degree in English from Southern Arkansas University in Magnolia, Ark.; and a master’s degree in accounting from the University of Missouri-Kansas City. Gunter has served as deputy director of the Finance Department since February 1996. Her career with the City includes serving as a budget analyst at increasingly responsible levels in the Office of Management and Budget (October 1975 – February 1996) and as a municipal management trainee in the Office of Management and Budget (January 1974 – October 1975). Gunter also served as acting finance director prior to the appointment of Kevin Riper as finance director in October of 2000. Last month, Riper announced his decision to leave the finance director post to take a position as municipal advisor to Johannesburg, South Africa.
Jordan Griffin has been appointed acting commissioner of revenue in the Finance Department effective Feb. 8. Griffin served the City as financial manager of the Finance Department (September 2001 – November 2003) and is currently a budget analyst in the City Manager’s Office. Prior to joining the City, Griffin held controller positions at Watco Manufacturing Company in Independence; Health Midwest Business and Industry Health Group in Kansas City; and Wyly Corporation in Dallas. Griffin has a bachelor’s degree in mathematics from Smith College in Northampton, Mass.; and a master’s degree in business administration from Lake Forest College in Lake Forest, Ill.
