Performance audit released on telephone billing process

Today, the City Auditor’s Office released a report on the Information Technology Department’s telephone billing process. The report concluded that in fiscal year 2002 billings from the Information Technology Department to user departments for desk phone services were not timely. The delays in billing were due to continuing problems with an invoicing system purchased in 1999.

The report also concluded that the items the Information Technology Department billed to user departments were consistent with items typically charged by departments that provide services to other departments on a cost reimbursement basis. However, the Information Technology Department bills for a reserve but does not have a plan or cost estimate for future replacement of the telecommunication system.

The report includes recommendations that management develop a plan for resolving issues with the invoicing system, a telecommunication service agreement with user departments, and a cost estimate and plan for replacing the telecommunication system. Management agreed with the recommendations.
