Task force purpose
Kansas City is faced with major challenges, including the need to renew and replace aging infrastructure, sustain community growth, provide higher levels of service and achieve regulatory compliance. To meet these challenges, an understanding of the costs to provide services and recommendations regarding long-term funding is needed.
The Water Services Utility Funding Task Force will help integrate community values into forming a funding strategy for the City’s water, sewer and stormwater utilities. The task force will develop guiding principles for the development of user charges and fees that are fair, equitable and sufficient to meet revenue requirements. In addition, the task force will provide guidance on how to fund the Sewer Overflow Control Program.
The task force will provide the mayor and City Council written recommendations regarding funding issues.
Task force membership
The Water Services Utility Funding Task Force membership was defined by Council resolution 071205 adopted on Nov. 8, 2007. The membership was designed to reflect a balance of interests, including:
- One to two members of the City Council
- One to two current or past members of the Public Infrastructure Advisory Committee
- One to two members of the Wet Weather Community Panel
- One to two members of the financial community
- One member of the community acquainted with local poverty issues
- One member of the community acquainted with development issues
- One member of the community with a background in demographics and social sciences
- One representative from the Greater Kansas City Chamber of Commerce
- One member from the industry sector
- Three community representatives.
