Neighborhood Cleanup Assistance Program

The Neighborhood Cleanup Assistance Program (NCAP) helps keep Kansas City, Mo., clean by making dumpsters available for neighborhood cleanups at a reasonable cost. A part of the “Clean City Initiative,” the program was established to plan and coordinate effective cleanup efforts with neighborhood associations, groups and organizations.

NCAP partners with neighborhoods, City service departments, volunteer groups and businesses interested or dedicated to keeping Kansas City, Mo., neighborhoods clean and expanding neighborhood pride through organized cleanup of vacant lots, common-use areas, model blocks and other similar areas. The cleanup efforts have been noted by some urban core neighborhoods as a catalyst to reduce crime.

Partnership between the residents of the neighborhood through the Neighborhood Cleanup Assistance Program and the City is necessary to provide support and service to the community. Neither the Solid Waste Division nor the City has the resources or time to effectively clean and maintain the neighborhoods. The combined efforts of community residents, organizations, businesses and established programs, as well as donations of equipment and labor from other resources, create significant savings to City services. The cost of neighborhood cleanup initiatives is immeasurable and can only be measured by the improved living environment for all residents of the community.

Dumpsters are available on a first come first serve basis from April to October. They are provided to recognized neighborhood organizations or groups.

Recognized neighborhood organizations are charged a fee of $55 per dumpster.

Dumpsters will be set in the neighborhood on a pre-scheduled Saturday by 8 a.m. and removed at noon or soon after. A person must remain with the dumpster until it is picked up to avoid illegal dumping.

The requesting neighborhood must reserve the dumpster at least three weeks in advance. To request a dumpster:

• Mail a completed Dumpster Request Form* to the address provided on the form

• Attach a check or money order in the amount of $55 per dumpster to the Dumpster Request Form (checks or money order must be made payable to: City Treasurer)

What can be placed in the dumpsters?

The following may be placed in dumpsters designated to receive leaves and brush: Leaves and brush, tree pruning, weeds and yard debris. These items may be placed in paper lawn refuse bags or can be loose matter. No plastic bags can be put in the leaf and brush dumpster.

The following items may be placed in dumpsters designated to receive trash: Loose scattered materials or bags of trash. No leaves or brush can be put in the trash dumpster.

No tires, appliances or hazardous waste are allowed in any dumpster. No leaves and brush mixed with trash will be accepted in dumpsters. The dumpster cannot be picked up if any of these materials are in them. Tires may be disposed of at the Environmental Campus at 4707 Deramus Ave. (enter at the Recycling Drop-off Center) on the first Saturday of each month from March – November during 2011. Kansas City's Household Hazardous Waste (HHW) program accepts, manages and recycles or safely disposes excess or unwanted household chemicals from residents, as well as hazardous materials from City facilities. The facility is located at the Environmental Campus, 4707 Deramus Ave. Examples of hazardous waste include but are not limited to:
Paint and paint products (all types), household cleaners, aerosols, pesticides, lawn and garden products, automotive fluids, used oil, fuels, car batteries, household batteries, and any household chemicals.

Please do not overload the dumpster. Once the material inside of the dumpster is to the top, we cannot accept any more material.
Blue Bag Program

Blue bags are provided to residents that pick up trash in organized neighborhoods on file with the City of Kansas City, Mo. Participants should send a letter (on neighborhood letterhead) from the president or delegated person. The resident must also provide an address for pickup of the filled bags. These bags will be collected at no cost in addition to personal trash on the regular trash day at the reported address. Blue bags are available from the Solid Waste Division and at area community FOCUS Centers throughout the city.
