The major functions of the Tow Services Division of the Neighborhood and Community Services Department are storing vehicles impounded by the Kansas City Police Department, towing abandoned vehicles and conducting vehicle auctions. One of the division's goals is to keep the streets clear of all abandoned, inoperable and unlicensed vehicles.

On Dec. 4, 2008, the City Council approved ordinance No. 081185, which regulates non-consent towing from private property, and ordinance No. 081186, which prohibits towing companies from soliciting business at an active accident scene. Enforcement of these ordinances began Dec. 14.
