Timeline for receiving a license or permit
Step 1: Submit an application 
An applicant completes the appropriate application form and brings it, plus the application fee (if applicable) and XY coordinates of the front door of the establishment (if applicable) to the Regulated Industries Division office. An investigator will be assigned to the case and they will contact the applicant with further information and instruction regarding the application. If a license or permit is also required from the State of Missouri, the applicant should immediately submit an application and begin the application process with the State. It may take thee to five business days from the date the application was submitted for the Investigator to contact the applicant.
Step 2: Density and church/school location check 
If applicable, the Regulated Industries Division Investigator will conduct an investigation to determine if the proposed premise or the current premise undergoing an expansion is within 300 feet of any school or church that would disqualify the applicant from locating or expanding at the location. The investigator will also conduct a density study to determine if the population within a 3,000-foot radius of the proposed premise tavern or package liquor store will support another package store or tavern in the area as defined in Chapter 10-211 of the City ordinances. It may take up to five business days to complete this process.
Step 3: Processing the XY coordinates 
If applicable, the Investigator will review the application along with the appropriate checklist and begin to process the case. If XY coordinates have been submitted, the investigator obtains a list of property owners within within 250 and 1500 feet of the proposed or existing premise, and all property parcels within 3,000 feet if the proposed or existing premise will be a package liquor store or a tavern. It may take up to five business days to complete this process.
Step 4: Generating and mailing notification and consent forms 
If applicable, the investigator will generate the notification forms for all property owners who are eligible consenters. The investigator will mail out notification forms to all eligible consenters as well as all neighborhood organizations within 500 feet of the proposed or current liquor licensed premise. These notification letters advise the neighborhood of the pending application and will alert them that the applicant may attempt to contact them to get their consent. The investigator will also generate the consent forms for all eligible consenters which will be given to the applicant. The investigator will also inform the applicant of all outstanding items that are needed from the checklist that must be submitted in order to complete the application process. The applicant is responsible for gathering and securing written consent from the majority of all eligible consenters. The day the consent forms are given to the applicant is the day which begins a 45-day mandatory waiting period and allows for all eligible consenters to consider giving their consent. A majority of the eligible consenters who are within 350 feet of a proposed or current liquor licensed premise who oppose the application may ask for a hearing before the Manager of Regulated Industries Division by filling out this petition.
Step 5: Working on the checklist 
The investigator informs the applicant of all outstanding items from the checklist that must be submitted in order to complete the application process. If the Investigator finds that there are still outstanding checklist items that need to be submitted after 30 days from the date the application was received, the investigator will notify the applicant in writing and let them know which requirements must be fulfilled before a license or permit can be issued.
Step 6: Completing the checklist
Once all of the required items from the checklist have been received by the Investigator, they will submit the case file to management for further review to determine if the application will be approved with a license or permit to be issued.
  • Checklist incomplete for 60 days: If an applicant has failed to submit all items required to complete the application process within 60 days of the date the application was received by Regulated Industries Division, the investigator will send a letter to the applicant that will inform them of all outstanding documentation that is needed in order to complete the application process.
  • Checklist incomplete for 90 days: If an applicant has failed to submit all items required to complete the application process within 90 days of the date the application was received by Regulated Industries Division, the investigator will send a letter to the applicant that will inform them of all outstanding documentation that is needed in order to complete the application process.
Step 7: Giving approval to the State of Missouri
If applicable, once the application has been approved by the Manager of Regulated Industries, a Customer Service Representative from Regulated Industries Division will contact and advise the State of Missouri, Division of Alcohol and Tobacco Control that the license or permit has been approved. This approval will clear the way for the applicant to receive a State license.
Step 8: Approval of the application and/or issuance of a license or permit
If applicable, once a copy of the State license or permit has been submitted to Regulated Industries Division along with any required license/permit fees and any remaining outstanding contingency items from the checklist, the division will approve the application and/or print and issue the license or permit to the applicant. The applicant is responsible for displaying the license or permit in public view at the location.
