Homeowners' associations (also commonly called homes associations) historically have been groups of property owners living in homes constructed by the same builder in the same geographic area. These groups meet regularly to address issues that affect their housing development, such as building issues and concerns, street lighting, snow removal, beautification and clean-up, crime, and social events.
Homeowners' associations usually have an elected, decision-making body and are governed by a covenant that homeowners agree to when they purchase their houses. These covenants often govern construction regulations, membership and dues requirements, as well as a wide variety of other issues.
