Economic Development and Incentive Policy

Under committee substitute for Ordinance No. 070943, the City Council accepts the recommendations of the residents' task force on economic development and incentives, and enacts the policy submitted by the task force as the City's economic development and incentive policy.
Economic Development
Over the past decade, Kansas City and its partners have invested millions of dollars in all areas of the community. Kansas City has regained its luster and its attractiveness which is reflected in the influx of new urban dwellers, businesses, offices, restaurants and other amenities.

The challenge for the City in future years is to design an approach that promotes sustainable economic development. Sustainability enables the City to continue to invest in growth and development without sacrificing the investments already made or services provided to existing communities.

Task force
In 2007, Mayor Funkhouser, with the support of the City Council, appointed a 20-member task force to make recommendations about how the City should use economic incentives to encourage economic development and achieve important public goals. The task force was comprised of six Councilmembers (one from each district) and 14 members representing a cross-section of community stakeholders. Bill Haw, chairman, and Linwood Tauheed, vice chairman, led the task force.

The task force submitted its recommendations on Aug. 30, 2007. The recommendations were accepted in full and adopted as policy unanimously by the City Council on Sept. 9, 2007.

"This policy is one I've wanted in place for quite some time," Mayor Mark Funkhouser said. "But as we move forward, we need to take time to listen to folks and make sure that this will be a policy that's good for all of Kansas City."

"This policy will help the City be more strategic in its use of our economic incentives. It will also ensure sustainability so that the City can continue to provide many valuable services to its residents," City Manager Wayne A. Cauthen said.

The City began the process of developing an Economic Development and Incentive Policy in May 2006 in anticipation that the City Charter would pass in August 2006 with changes mandating that economic development and debt policies be established. More
