The Accounts Division provides financial information for management's use in making decisions which impact City operations.  The Accounts Division also establishes accounting policies an procedures for the timely and accurate accumulation of financial data necessary for the preperation of multiple financial statements in accordance with City charter requirements as well as generally accepted accounting principles (GAAP).  The division  is comprised of the following sections: Financial Reporting and System Support, Payroll, Accounts Payable, and Administrative Services.

The objectives of the Accounts Division are as follows:

  • To establish, implemet and monitor city-wide accounting policies and procedures to insure timely, accurate and consistent financial data is collected for financial reporting.
  • To provide timely and accurate financial reports which can be used by management for monitoring the City's operation and financial condition.
  • To provide technical accounting and financial reporting assistance and training to other City departments and to assist with monitoring and analyzing departmental operations
  • To develop and implement sufficient internal controls over financial reporting activities to prevent or detect and correct misstatements of the City's financial statements on a timely basis
  • To issue bi-weekly payroll accurately and timely.

Financial Reporting and System Support  The focus of this section is to establish. implement and monitor city-wide accounting policies and procedures to insure timely, accurate and consistent financial data is collected and presented in the  monthly financial statements as well as the Comprehensive Annual Financial Report (CAFR), the annual A-133 audit report for federal grants and the annual report of the City's two pension systems. In order to prepare these financial reports, the division is also responsible for coordinating and providing technical accounting assistance and training to the various fiscal operations of all City departments. This division also provides PeopleSoft financial systems support which is responsible for the daily functionality of the PeopleSoft financial system. This division also develops and implements sufficient internal controls over financial reporting activities to prevent or detect and correct misstatements of the City's financial statements on a timely basis.

Payroll This section is responsible for the access security and training of the City's timekeepers required to process the bi-wekly payroll for 4,600 City employees. This section encourages use of a direct deposit program which speeds up the payment process by placing funds directly into the employee's bank account(s). The direct deposit program also eliminates the employee's risk for lost or damaged paychecks. Currently over 90% of the City's staff benefit from this program.

 
Accounts Payable The accounts Payable section is responsible for the efficient processing of vouchers necessary for the acquisition of goods ansd services required to maintain City operations. This section is also responsible for training and providing technical assistance to the numerous field staff actively involved in the payment process for the procurement of goods and services. Other duties of this section include: setting up and maintaining City vendors, verification and issuance of 1099's and reporting of unclaimed property..

Administrative Services The focus of this section is to provide additional administrative support for othe financial services requested by other City departments. Duties performed by this section include: Process and distribute approved inter account transfer vouchers (IATV's) for all City departments; Distribute copies of cancelled checks upon request; Provide W-9 forms to City customers upon request..

In addition to the management of the accounts division, the City Controller directs the Fiscal Officers - the departmental representatives for financial stewardship throughout the City.
