Wilson Winn, C.B.O., is the division manager of the Investigations Division for City Planning and Development. Winn received a Bachelor of Science in Industrial Engineering from Louisiana Tech University in 1982 and began his service with the City in 1989 as a construction code inspector in the Inspections Division. He was promoted to construction code inspector supervisor in 1994, then to plans examiner in the Plans Review Division in 1995. Winn left the City in 1997, and served briefly as a housing program auditor for the Missouri Housing Development Commission from 1997 to December 1998 before returning to the department in his current capacity as division manager. Winn is a certified building official by the Council of American Building Officials and is a member of the Metro Chapter of the International Code Council and the American Association of Code Enforcement. Winn has represented Kansas City as a member of the Elevator Safety Board for the state of Missouri since 1998.
