Division services
The division assists and encourages development in Kansas City. Its staff works directly with citizens, developers, and development agencies to assist, fund, or manage projects from the planning stage to project completion.
Staff provides development information to anyone needing assistance with the City’s development process - property and business owners, developers, or design professionals. Staff also monitors and expedites projects through the development process within City Hall.
The Development Assistance Team is available to meet with you to discuss current City standards and requirements. The DAT is comprised of representatives from several City departments involved in the development process. Its purpose is to provide as much preliminary information about the development of your specific site and project as possible.

The Brownfields Office manages and supports the assessment, cleanup and redevelopment of idle brownfield properties to remove blight, create new economic opportunities, and benefit communities in Kansas City. The office secures and administers EPA brownfield assessment grants, cleanup grants, and cleanup revolving loan funds; Missouri Brownfield Redevelopment tax credits and incentives; and, Economic Development Administration grants. The office leads the Kansas City Brownfields Initiative (a public forum for stakeholders) and supports the City’s Brownfields Commission. The office also manages financial and legal risks associated with brownfields redevelopment through insurance and regulatory mechanisms.
Staff coordinates with neighborhoods and businesses to establish special taxing districts (CIDs and NIDs) as a tool for economic development and neighborhood revitalization.
Many vacant lots throughout the City previously had dangerous buildings which were removed by City contractors resulting in demolition liens being attached to the property. These liens are often far in excess of the value of the land, making it very difficult to redevelop the site. The Demolition Lien Waiver Committee was created as an incentive to put these lots back into productive use and insure that the proposed use is compatible with the surrounding neighborhood.
Division staff, in coordination with staff of other city departments and Economic Development Corporation (EDC) staff, reviews and provides support for projects that are participating in any of the city's economic development incentive programs. The Economic Development Corporation, edckc.com, (816) 221-0636, is the lead agency supporting economic development efforts in Kansas City; please contact the EDC for more information concerning economic development incentives.
Staff oversees the acquisition of private property for municipal improvements such as sewer, storm drainage, street improvements, sidewalks, flood control, and parks as well as larger projects like Sprint Center, East Village and the Kansas City Power and Light District, providing services to City departments and other government agencies.
The Urban Redevelopment Division is responsible for managing and monitoring contracts, cooperative agreements, leases, financing agreements or other instruments that formalize private/public partnerships. These instruments are necessary tools to complete physical improvements, land acquisition, demolition, environmental remediation, blight removal and others activities required as part of an economic development or public improvement project.
