| Most Commonly Omitted Items from Plans Submittals, Building Permit Applications |
Development Services City Planning and Development Department City of Kansas City, Mo. The following is a list of items commonly omitted from plans submittals. These items are intended to assist the customer prior to submitting plans for submittal to Development Services (CPD-DS). This list is not a complete checklist of requirements for plans submittal. Please consult Information Bulletin No. 110 for appropriate requirements. - Non-completed checklist for building permit plans submittal -- Information Bulletin No. 110.
- Submission of non-completed project design contract documents.
- Lack of separate total and building only project valuations for each building on sites comprising of more than one building/structure.
- Lack of or incorrect applicable required plan check fee.
- Insufficient number of drawings sets required for distribution to all applicable City Ddpartments and agencies assigned to review the project.
- Lack of design professional's Missouri State registration seal on documents required to be sealed.
- Non-acceptable method of application of the design professional's seal on documents required to be sealed such as:
- Photo-copied seals.
- Seal requirements for drawing sheets with one identical or multiple design firms' company title blocks.
- Based on project scope applicability, lack of any of the following documents:
- Structural engineering design calculations. Note: One sealed copy is required.
- Geotechnical engineering/soils investigations analysis report. Note: One sealed copy is required.
- Stormwater runoff drainage study and analysis report. Note: Two sealed copies are required.
- Project specifications manual (when not shown on the drawings). Note: Two sealed copies are required.
- Lack of site plan/certificate of survey drawing for projects required to have site plan submitted such as applications for grading, new building, building addition, parking lot, communication tower, trailer installation, site improvement, and projects involving a change in use or occupancy classification of the existing building.
- Based on project scope applicability, required information not shown on the site plan drawing such as property legal description, property lines, deed restrictions, right-of-ways, easements, all existing & proposed buildings/structures, driveways, sidewalks, existing and proposed parking spaces including accessible parking for use by persons with disabilities, off-street loading and unloading areas, existing & proposed grade elevation contours, earth-retaining structures, existing and proposed fire hydrants, routing of utilities from the building to point of connection to the main facilities, point of compass, and boundaries of the regulatory 100-year floodplain.
- Lack of erosion/siltation control design drawings for projects affecting disturbance of greater than 150 square feet of land.
- Lack of landscaping/streetscaping design drawings and specifications for projects located within planned or special zoning districts.
- Public Works Department's standards for driveways not identified on the drawings.
- Lack of or incorrect identification of backflow prevention assemblies on domestic water service and fire protection lines.
- Lack of fundamental building code design information such as construction type, occupancy group classification, number of stories, floor areas in square feet, whether or not the space/building is equipped with a fire sprinkler system, and whether or not there exists such elements as area separation walls (fire walls), occupancy separations (applicable to mixed occupancy) and; horizontal exits (a wall constructed as required for a two-hour occupancy separation, providing a smokeproof enclosure) in the building.
- Lack of or incorrect identification of the applicable editions of KCMO adopted codes, standards, ordinances, and administrative rules and regulations.
- Lack of overall reference floor plan drawings for interior tenant finish projects in existing buildings showing the following:
- Exiting arrangements from the tenant space, the story, and from the building.
- Required accessible route of travel to all portions of the tenant space, the building, building entrances, primary entry to the building, and between the building and the public way for use by persons with disabilities.
- Lack of identification of the required fire-resistive assemblies for building elements and components on the floor plans, sections, and details portions of the drawings.
- Lack of required fire-resistive assembly's most current design identification information, complete construction details, and specifications of the assembly on the drawings.
- Lack of required fire stop system assembly's most current design identification information, complete construction details, and specifications of the assembly on the drawings.
- Lack of sealed design shop drawings, specifications, and structural calculations for projects employing:
- Pre-fabricated buildings and building components (such as metal buildings).
- Precast concrete.
- Pre-fabricated metal plate-connected floor/roof wood trusses.
- Specially-designed steel bar joists.
- Resubmittals sent directly by the building permit applicant to the reviewing City Department(s) on record and not processed through Development Services (CPD-DS).
- Resubmittals sent without a cover/response letter which includes the project name, address, control number, and keys the responses to the comment item numbers listed in the plans review(s).
- Lack of a central project coordinator to work closely with all the City staff assigned to review the project through the permit approval process.
- Failure to allocate sufficient time for plans review approval and permit process during planning & scheduling phases of the project.
- Failure to perform preliminary project information inquiry and resolve issues regarding site development, public improvements, land use/planning (zoning ordinance) and building codes requirements prior to plans submittal.
