José Portuguez, division manager of business services, received a Bachelor of Science Degree in Business Administration from the University of Kansas in 1980. Mr. Portuguez accepted his current position of Division Manager of Business Services for City Planning and Development - Development Services (formerly the Department of Codes Administration) in December 2004.
Prior to accepting this position with the Development Services, Mr. Portuguez was hired by the Neighborhood and Community Services Department in September of 1995 where he served as a Neighborhood Representative in the Neighborhood Assistance Center and as Manager of the Municipal Court Fund (housing rehab) Program until May 1997. He was then promoted to the position of Analyst I in the Office of Management Services under City Manager Larry Brown. This division became the Office of Management and Budget under City Manager Bob Collins, where Mr. Portuguez was assigned as Budget Analyst for the departments of Fire, Water, City Auditor and City Clerk. In June 1998, he accepted a promotion to the Department of Codes Administration as an Administrative Assistant III, overseeing the Administrative Services Branch of the Business Services Division. While in this position he was promoted to the level of Administrative Officer. Other than a brief period as a Financial Manager in the Finance Department (over the Finance and Administration branch of the Revenue Division), he remained in this position until his most recent promotion as division manager of Business Services.
Mr. Portuguez is a member of the International Public Management Association for Human Resources (IPMA-HR) and was elected to the position of Treasurer, effective June of 2009. He has also been a member of the International City Manager Association. He presently serves on the Board of Directors for the Kansas City Credit Union and has held the position of Treasurer since 2004. He also previously served as a board member for the Conoco Federal Credit Union. Prior to joining the (former) Department of Codes Administration he held a position on the Board of Directors for the Westside Housing Organization and has been active as a board member of his local neighborhood association.
Prior to his employment with the City of Kansas City, Mo., Mr. Portuguez spent 15 years in the private sector, including 6 years as an Analyst with Conoco Inc. (in Casper, Wy.) and 7 years as an Analyst and Administrative Specialist with Allstate Insurance Co. (in Overland Park, Kan.). He is native to the metropolitan Kansas City area and attended Shawnee Mission South High School.
