Dion E. Waldon, P.E., A.C.E., joined the City staff in 1994 and is currently division manager of the Land Development Division of City Planning and Development - Development Services. Waldon has been involved in land development since receiving his Bachelor of Science Degree in Civil Engineering from the University of Missouri-Rolla in 1986. He also holds a Master’s Degree in Public Administration from the University of Kansas, is a registered professional engineer in Missouri, and a member of the metro chapter of the American Public Works Association.
Waldon brings a broad range of expertise from his work at the Kansas City District Corps of Engineers and management of several large programs in the Public Works Department: geographic information systems, flood control and citywide street lighting. Dion was principal assistant to the city engineer over General Services in the Public Works Department and managed four of eight sections in the Engineering Division, including Development Service, which provided private development/funded public infrastructure plans review, plat and subdivision review, site plan building review support to the building official, infrastructure permitting, and other general services support and programs to the development community. Consolidation moved the previously mentioned programs into the City Planning and Development Department in May 2005 to form the Land Development Division.
Waldon's division currently incudes the following program functions: development plan engineering review, plat review, private development infrastructure review, permitting, and inspection for street grading, paving, curbs and sidewalks, storm and sanitary sewer extensions, stormwater management, street lighting, permanent water quality designs, and erosion and sediment control designs on development projects disturbing 1 acre or more. The Land Development Division also administers the Arterial Street Impact Fee Program, issues blasting notifications, accepts and releases easements associated with development projects, and approves requests for street light pole banners and right-of-way and alley vacations.
