Overview
The Permit Group is a branch of the Land Development Division of Development Services. The primary function of the group is to issue permits for public infrastructure for approval and provide assistance and service to customers.
Scope and function
The Permit Group has the following functions:
1. Issue construction permits
2. Review right of way documents
3. Record management
4. Customer service
Issue permits
The group is responsible for the issuance of a variety of construction permits which includes sewer connections, driveways, sidewalks, streets, storms and sanitary sewers. The group, operating under City ordinance, will issue permits to those individuals and companies who have obtained the necessary insurance, bonds and construction plan approvals.
Review of right of way documents
The group will review right of way documents for roadway purposes, encroachments, sewer easements, and grading that will be required for public use as a result of a particular public improvement outside of the normal platting process. The documents are submitted by sections of Public Works involved in projects, requiring right of way or easements. The group will coordinate its review and comments with the requesting section of Public Works, consulting engineer, and other City departments to correct any deficiencies in the documents.
Record management
The group is responsible for maintaining the public infrastructure record required to be maintained by the Public Works Department in accordance with the City Code of General Ordinances and revised Missouri Municipal Record Manual for 1999. All public infrastructure construction plans, permits and other pertinent records are identified with a unique file number, scanned, and permanently stored on a regular basis.
Customer service
The group is responsible for providing information to all customers concerning public infrastructure. The customer may contact us as walk-ins, by phone, or by appointment. The public infrastructure records are maintained by this group in the forms of aperture cards and scanned images and are available to the general public. The group would respond to questions about the sewer locations, street right of way widths and the location of a variety of publicly maintained structures. The current fee schedule is listed below:
For readily available drawings and information (typical labor time 5-15 minutes):
8.5’’ x 11’’ or 11” x 17” copies of drawings from scanned images or cards - $2 per copy
8.5’’ x 11’’ or 8.5” x 14” copies of information from file – $1.60 per copy
For information research requests requiring 1 hour (or more) labor time:
Labor charge - $23 per hour (time rounded to the nearest quarter hour), plus
8.5’’ x 11’’ copies - $0.10 per copy
8.5” x 14” copies - $0.15 per copy
11” x 17” copies - $0.20 per copy
NOTES:
- These fees do not apply when writing permits covered under the standard fee structure.
- These fees may apply to interdepartmental requests on a case by case basis.
- These fees are based on average labor and material rates for the services being provided and therefore do not constitute a tax and are in compliance with Missouri’s Sunshine Law.
- These fees are subject to change on an annual basis.
