Role of the DRC
Formerly known as the Plats Review Committee, the Development Review Committee assists the City Planning & Development Department and the City Plan Commission in the subdivision and site plan review process.
This committee reviews preliminary and final development plans in Master Planned Development Districts, Major Site Plans. It also makes a recommendation of approval, disapproval, identification of revisions or modifications that allow approval or approval with conditions to the City Plan Commission. The DRC is also authorized to approve preliminary plat applications that do not include requests for waivers or modifications. If the committee recommends disapproval of the preliminary plat, if applicants request Commission review for those recommended with conditions or if waivers or modifications are requested, the preliminary plat must be forwarded to the City Plan Commission for a decision.
The DRC is comprised of representatives from city departments that have direct involvement in subdivision and site plan review process. The Directors of the City Planning & Development, Public Works, Parks & Recreation, Water Services, & Health Departments, the Fire & Police Chiefs and the City Attorney are all members and are authorized to delegate this responsibility to others in their respective offices. Other members include utility companies, school boards, the Missouri Dept. of Transportation, the Mid-America Regional Council, the Federal Housing Administration, the U.S. Army Corps of Engineers and the U.S. Postal Service. The Director of City Planning & Development is the Chair and is responsible for scheduling and notifying members and applicants of meetings, distributing application submittals, and preparing recommendations to the applicant, the City Plan Commission and the Council.
DRC meetings are held on Wednesdays in the City Planning and Development conference room on the 15th floor of City Hall, starting 8:30 a.m., unless otherwise specified. The developer or his representative is required to attend the Development Review Committee and City Plan Commission meetings.
