Background and orientation
The Vine Street District is a 20 square block area encompassing ten diverse neighborhoods just east of the Downtown Loop, Crossroads District, and Crown Center area of Kansas City, Missouri. Nationally renown as the birthplace of "Kansas City Jazz," this area has experienced significant population loss and economic downturn over the last 40 years. Although there have been recent efforts by both public and private sectors to reverse this trend, overall the community continues to express the need for basic services.
