Consolidated Reporting Requirements for Backflow Prevention Assembly Testing

As a customer service initiative, City Planning and Development - Development Services in conjunction with the Water Services Department has developed the following procedure regarding backflow prevention device test reporting. This procedure is intended to eliminate duplication of responsibilities in the acceptance of backflow test reports from third-party certified backflow assembly testers and simplify the submittal process since all reporting will be made on a single form and sent to a single location.

In this procedure Water Services will continue to perform plans review, permitting and inspection functions for all containment backflow devices located on a water service line in accordance with Water Services ordinances.

CPD-DS will also continue to perform plans review, permitting and inspection functions for all isolation backflow devices located at a point of cross-connection in a private water distribution system in accordance with the Kansas City Building and Rehabilitation Code.

All backflow assembly testing reports for new and existing containment devices shall be prepared by a certified backflow tester on the report form developed by Water Services, and shall be submitted directly to Water Services (see address below). Likewise, in buildings or facilities that do not have a service line containment device, all backflow assembly testing reports for new and existing testable isolation devices shall also be prepared by a certified backflow tester on the same Water Services report form and submitted directly to Water Services at the following address:

CPD-DS will document in the City's inspection database where permits issued by CPD are strictly for the installation of a testable backflow preventor and where plumbing permits issued for a one or two family residence or attached townhome include the installation of a lawn sprinkler backflow preventor.  Water Services will have access to this data by reporting from the inspection database.
