Area Plans

Area Plans recommend strategies to help realize a community’s long term vision for the future and provide a proactive, comprehensive framework to guide public decisions on land use, housing, public improvements, community development, and city services. Area plans provide both proactive strategies (phased action steps which are outcome driven) and reactive guidelines (evaluation tool to guide future decision making). The area plan will be used by the City and the community alike, and will become an element of the City’s Comprehensive Plan. The City is divided into 18 geographic areas for which area plans are being prepared (see map below).

Midtown/Plaza

Heart of the City

Boundaries:

North – Interstate 70
South – Emanuel Cleaver II Blvd.
East – The Blue River
West – Woodland Ave. and Paseo Blvd.

Located just southeast of the Central Business District and generally bound by I-70 on the north, Emanuel Cleaver II Blvd. on the south, the Blue River to the east, and Woodland Ave. and Paseo Blvd. on the west, the plan area includes such landmarks and districts as the Blue River corridor, Prospect corridor, Bruce R. Watkins Drive, Santa Fe historic neighborhood, Pioneer Community College, and the V.A. Hospital. For many years, the area has suffered the effects of segregation, out-migration and disinvestment has taken a heavy toll on the Heart of The City, but it boasts many assets as well: beautiful boulevards, historic homes and strong community ties; all of which lend to its unique urban character. The Area Plan was adopted in April 2011.

Line Creek Valley

Boundaries:

North – M-152 Hwy
South – city limits of Kansas City, Missouri and I-29
East – city limits of Gladstone, Missouri
West – city limits of Kansas City, Missouri

Adopted in February 2011, the plan maintains the function of this area as a low density suburban environment marketed to families with moderate to upper middle incomes.

KCI

Boundaries:

North – city limits of Kansas City, Missouri
South – city limits east to Amity, and then along Hwy.152
East – Platte/Clay County Boundary
West – city limits of Kansas City, Missouri

Adopted in June 2009, this area plan establishes a strong relationship between KCI airport and the plan area, protects sensitive natural areas, maintains the quality of life, develops a viable economic development approach, increases accessibility to multiple transportation modes and proposes to design well-phased infrastructure development.

Gashland/Nashua

Boundaries:

North – city limits of Kansas City, Mo. and Smithville
South – city limits of Kansas City, Mo. and Gladstone
East – North Woodland Ave and North Indiana Ave
West – county boundary of Clay and Platte Counties

The original plan was adopted in February 1977. The adoption is a significant transition point for this area transforming from a low-density suburban residential area to an emerging commercial/employment center.

Shoal Creek Valley

Boundaries:

North – city limits of Kansas City, Mo.
South – Pleasant Valley Road
East – Interstate 35 and the Northeastern city limits of Kansas City, Missouri
West – city limits of Gladstone, Missouri and North Woodland Road

Adopted March 1992, the area plan aims to preserve natural resources, expand the existing parkways and boulevards, establish a variety of residential land uses including large scale and more dense residential, reinforce compatible land use development and long term density plan, and provide opportunities for light industries.

Briarcliff/Winnwood

Boundaries:

North – city limits of Gladstone and Pleasant Valley Road
South – Emanuel Cleaver II Blvd.
East – city limits of Claycomo, the City of Pleasant Valley, and Interstate Hwy 435
West – city limits of Kansas City, Missouri

This area is a typical “first ring suburb” which experienced rapid growth after WWII and has a diverse mix of people, businesses and housing stock, is faced with problems like rising rental price, aging infrastructure and housing and obsolete business areas. The plan was approved in June 2009 to achieve the community's vision of a sustainable and "green" community consisting of strong and healthy neighborhoods.

Riverfront Industrial

Boundaries:

North – city limits of Kansas City, Missouri
South – Blue River; KCT Railroad
East – city limits of Kansas City, Missouri
West – Interstate Hwy 435 East and the Missouri River; Interstate Hwy 35 and Interstate Hwy 29

Adopted in August 1978, the plan maintains the industrial/residential functions of the area, develops guidelines to reinforce industrial commitments and neighborhood livability, improves transportation infrastructure, preserves historical architecture, and integrates flooding considerations into development guidance.

Country Club/Waldo

Boundaries:

The plan was adopted in August 1980. The implementation of the plan greatly promotes commercial development, increasing the “park like” amenities of the area, and retaining the mid-high level income residential properties in the area.

Truman Plaza

Greater Downtown

The greater downtown area is a mix of commercial centers, cultural institutions, historical assets and venerable neighborhoods. The Greater Downtown Area Plan focuses on connecting Kansas City’s diverse neighborhoods, fostering business, maintaining historic neighborhood identities, and sustaining safe, vibrant and healthy neighborhoods for future generations. The plan was adopted in March 2010.

Longview

Adopted in February 1980, the plan indicates that the area should continue to function as a low density quality residential neighborhood, complemented by recreational functions. Guidelines for future development were included in the plan.

Little Blue Valley

Boundaries:

North – city limits of Independence (generally along the US 40 Highway corridor)
South – city limits of Lee’s Summit and Interstate 470
East – city limits of Lee’s Summit and Unity Village
West – city limits of Raytown and Raytown Road

Adopted in August 1991, this plan is to help the area accommodating potential growth, while still conserving the area’s natural resources and visual quality. The Little Blue Valley Area Plan is currently being updated by City Planning staff. Adoption is expected by January 2012.

Martin City

This plan was adopted in September 2008. It is an update of the Martin City/Richards-Gebaur Area Plan adopted in 2001. The updated plan includes sustainable strategies that cope with recent retail and industrial development.
