The Local Emergency Operations Plan in Kansas City, Mo., provides a practical framework to organize the City’s preparation for and response to a variety of disasters. All City departments are governed by this plan, as well as the Kansas City Police Department. The LEOP is revised annually and every third year undergoes a major revision, including adoption by the City Council.
