How to Apply
The Cookingham-Noll Fellowship application process is done in three rounds. The first round includes the electronic submission of the City’s initial application (resume should be attached) by Jan. 7, 2013

If you have never applied for a job with the City before, you will first need to register an account through the City’s Human Resources system, PeopleSoft. Registration information can be accessed through the Human Resources department website. Candidates who meet the requirements for the position will be asked to submit a second round of materials by Jan. 28, 2013. More information on the second round material can be found below. If you believe you meet the minimum requirements for the Fellowship, you should begin working on second round materials as soon as possible.
The final step in the process will be in-person interviews at City Hall. Interviews are tentatively scheduled for Monday, March 4, 2013.Who may apply?
Any individual may apply who has completed all course work toward a master's degree in public administration, business administration or a closely related field by June of the application year. An individual is eligible to apply even if completion of an internship, comprehensive exam or thesis is needed to complete their graduate schoolwork.
What must an applicant submit to be considered for this program?
First round screening requires that a resume and application be submitted through the City of Kansas City, Mo., Human Resources department website by Jan. 7, 2013. Candidates will be notified if they are selected for second round screening and must submit the following by Jan. 28, 2013 (subject to change):
- One- to two-page cover letter explaining career goals and what you hope to gain from and contribute to a public management fellowship with the City of Kansas City, Mo., addressed to Cookingham-Noll Management Fellowship Committee
- Supplemental writing exercise
- Official or unofficial undergraduate and graduate transcripts
- Three letters of recommendation, including one from a graduate advisor or instructor and a former work supervisor

When are decisions made about who will be interviewed?
The selection process will be done in three rounds. First round applications will be due Jan. 7, 2013. Approximately three to four weeks after that application deadline, qualifying candidates will be notified and will be asked to submit additional documents including a cover letter, supplemental writing exercise, three letters of recommendation, and college transcripts (official or unofficial). The deadline for second round application materials will be Jan. 28, 2013 (subject to change). Candidates will be notified one to two weeks after the second round deadline if they make it to the third round, which will be an in-person interview. Interviews are tentatively scheduled for March 4, 2013 at City Hall.
Where are the finalist interviews held?
The Fellowship Committee invites the finalist candidates to attend in-person interviews in Kansas City, Mo. City staff members will contact finalist candidates to arrange interviews and provide more information regarding the Fellowship opportunity after the application process is closed. Interviews are tentatively scheduled for March 4, 2013.
How many fellows are chosen?
Two positions are available each cycle.
Who makes the final selection decision?
The Fellowship Committee makes the final selection of the Fellow class following the review of applicant resumes and finalist interviews.
How long is the fellowship?
The Fellowship is two years long and typically begins the first week of June.
What happens after the fellowship is finished?
City staff attempt to place qualified Fellows in positions that fit the needs of the City while meeting the individual's specific career interests. The City does not guarantee a job at the conclusion of the Fellowship.
Do you only hire fellows from Missouri?
No. Fellows have come from all over the nation. In recent years, fellows have been hired from Kansas, Indiana, Arizona, Ohio, Texas, New York, Washington, Wisconsin, Iowa and Missouri.
Where do fellows work?
Fellows are housed in the City Manager’s Office and Office of Management and Budget, but perform tasks and assignments in a variety of departments and divisions.
