The Section 3 Division serves to regulate the City’s federal
requirements related to the Section 3 HUD Act of 1968, as
amended. The act intends to foster local and neighborhood
economic development and to increase individual
self-sufficiency. The Section 3 Division certifies businesses
and individuals as Section 3 Business Enterprises or
Section 3 Workers.

The City of Kansas City, Mo., is responsible for administering
more than $9 million in Section 3 covered by Community
Development Block Grant (CDBG) funding. In 2006,
Kansas City was the subject of a Section 3 Compliance
Review, which resulted in a number  of findings of
noncompliance. Accordingly, Kansas City made Section 3
compliance a priority by creating the Section 3 Division
within the Human Relations Department.

This division works closely with the City’s Contract Compliance
Division, Office of Community Development and potential
Section 3 residents/contractors. As a result, the City has
developed aggressive and innovative strategies for complying
with the requirements of Section 3 and has exceeded the
numerical goals for contracting and employment opportunities
found at 24 CFR § 135.30.
