350 Highway and Noland Road improvements
Why is Kansas City doing this project?
For years the intersection of Noland Road and Route 350 has remained in the same state as when it was first paved more than 50 years ago. With increasing residential and commercial development in the Little Blue Valley, traffic delays and accidents caused by the non-optimal intersection design will increase. The intersection has a high accident rate due to obstructed sight lines and inadequate turn lanes.
What will the project look like when complete?
That is to be determined. The City has developed three options for improving the intersection attached to this page.
One option is to remove the existing railroad bridge over Route 350 and rebuild the intersection in place. Another option is to remove left turn movements on Noland Road and use “Michigan U-Turns” where residents continue past Route 350 and have to do a U-turn in order to turn right onto Route 350. The final option is to relocate the intersection farther to the east to provide more space between the railroad bridge and intersection.
Regardless of the option chosen, the final improvements will upgrade Noland Road to boulevard standards with curbing, sidewalks and streetlights within the limits of the project. Also, the intersection will have increased turn lane capacity to improve traffic flow.
How does this project benefit everyone?
Residents of the area will have an improved intersection, which will reduce traffic delays and increase safety by modernizing the traffic signals. Neighboring residents and businesses will no longer have the maintenance issues associated with open ditches, and the curbs will reduce run-off-the-road accidents. Streetlights and sidewalks will make the intersection and Noland Road safer for both automobile and pedestrian users.
Summary of Options:
Option A: Option A leaves the existing intersection in place. It also requires the removal of the existing railroad bridge over Route 350. While the railroad line has not seen a train in years, the line has not been abandoned and could be re-activated for freight train use at any time. Since the line is “active,” the City and MoDOT would have to enter into negotiations with the Union Pacific Railroad on an agreement to replace the structure now or in the future.
Option B: Option B leaves the existing intersection in place but removes the left turn lanes from Noland Road and requires drivers to use a “Michigan Left.” A Michigan Left is an at-grade intersection design whereby users drive past the street they want to turn left onto, make a U-turn, and then turn right onto the crossing street. By using a Michigan Left, intersection capacity is increased and the traffic signal timing has an additional 30-45 seconds that can be given to other movements rather than left-turn drivers.
Option C: Option C is identical to Option A except that Option C relocates the intersection to the east, which allows the railroad bridge to stay in place. The northbound left turn land on Route 350 can be lengthened to store more than two cars and visibility of the traffic signal from Route 350 is improved. The relocation of the intersection also assists with driver inconvenience during construction.
What is the time line?
The open house public meeting is to present the three improvement options. After gathering the information from the meeting and evaluating the options, a preferred improvement will be selected. Right of way acquisition would begin in 2014 and construction would occur in 2015. The preferred option and construction schedule will be presented at a follow up public meeting in late 2014.
